 Responsibilities

  • To provide technical assistance to the National Food and Nutrition Commission for the development of the national food and nutrition strategic plan (2017-2021)
  • The consultant will be expected to carry the following tasks
  • Review and provide feedback on local consultant team’s inception report; develop annex highlighting additional approach and deliverables under international consultant’s TOR (Home-based work)
  • Conduct a review of the NFNSP 2017-2021 zero draft (Home-based work)
  • Prepare and present a review report on the draft NFNSP highlighting key issues from task 2 and how to address them (In-country work
  • Presentation and discussion of the review report on 10th)
  • Revise the draft strategic plan based on feedback from NFNC and identified stakeholders (In-country work: Submission of the draft NFNSP)
  • Develop a draft monitoring and evaluation framework for the new strategic plan (In-country work Submission of the draft M&E)
  • Plan and facilitate a 4-day workshop with a small team consisting of NFNC staff and key partners to consolidate the strategic plan (In-country work: Workshop and submission of the final draft NFNSP with M&E framework)
  • Support NFNC to organize and facilitate a half day validation meeting with partners (In-country work, Meeting)
  • Edit, finalize the National Food and Nutrition Strategic Plan NFNSP (2017-2021), including the M&E framework to enrich the content and ensure its correctness, coherence and consistence (Home-based work submission of the final NFNSP with M&E framework)
  • Expected Deliverables
  • The consultant will be expected to deliver the following
  • Report prepared and presented on the draft NFNSP highlighting key issues from task 2 and how to address them
  • NFNSP 2017 TO 2021 drafted on feedback from NFNC and identified stakeholders
  • Draft M and E framework developed for the new strategic plan
  • Final draft NFNSP with M&E framework consolidated
  • Meeting minutes highlighting key recommendations done
  • National Food and Nutrition Strategic Plan NFNSP (2017-2021), including the M&E framework finalized

Qualifications

  • Applicants must have an advanced university degree in Nutrition or Public Health, with significant knowledge of public health and experience in designing large scale nutrition programmes
  • Years of relevant experience
  • Applicants must have at least eight years expertise and experience in strategic planning, particularly within the nutrition or health sectors
  • Additional requirements
  • Excellent facilitation skills, coupled with ability to bring together stakeholders from different sectors and backgrounds
  • Track record of developing policy or strategic level documents
  • Strong leadership and teamwork abilities
  • A proven track record of high standards or accountability for work products, meeting deadlines, an ability to prioritize tasks within his or her work program and strategies for working both collectively with others on the team and independently to deliver products of the highest caliber
  • Strong information-gathering and analytical skills, coupled with excellent written and oral communication skills
  • An understanding or knowledge of nutrition sensitive programming or issues in other sectors in addition to health
