Consultant: Review of UNFPA Zambia Advocacy and Communications Strategy

The purpose of this consultancy is to review/update the UNFPA Zambia Communications Plan (2018-2021) with the aim of integrating emerging issues presented by the COVID-19 pandemic; as well as expand the scope to include advocacy components of the Strategy.

The updated Communication and Advocacy Strategy will ensure that UNFPA Zambia is prepared to respond to COVID-19 advocacy and communications initiatives in a timely, consistent and coordinated manner as the pandemic continues to threaten sexual reproductive health and rights (SRHR) outcomes of women and young people in Zambia.

The updated Strategy will further articulate the following in line with Level 3 of the COVID-19 Contingency Plan:

  • Lead the SRHR narrative around COVID-19, including outlining COVID-19 implications for broader SRHR outcomes in Zambia; as well as recommended actions by duty bearers and rights holders
  • Mobilize action by making a case for investments in key interventions aimed at preventing and responding to impacts of COVID-19 on SRHR outcomes of women and young people.

SCOPE OF WORK

In general, the consultant is required to:

  1. Undertake a literature review and select key informant interviews
  2. Identify strategic bottlenecks/problems/challenges that require action
  3. Update the SWOT analysis and stakeholders analysis with a COVID-19 context
  4. Identify what  actions need to be taken by the identified  duty bearers (what we would call the key “Asks”)
  5. Identify key results expected for each of the strategic bottlenecks and “Ask”- what change we wish to see
  6. Identify key advocacy and communication goals, objectives and target audiences for UNFPA Zambia’s response to the COVID-19 pandemic as it relates to UNFPA’s global and regional Transformative Results.
  7. Recommend key messages, innovative activities and channels to guide UNFPA Zambia’s external relations and community engagement around COVID-19.

DURATION

REQUIRED EXPERTISE, QUALIFICATIONS AND COMPETENCIES

  • Master’s Degree in Communication for Development; Public Health; Demography or any related social science.
  • At least 5 years’ experience in development of communication and advocacy  strategies and/or public campaigns for humanitarian contexts
  • Experience working with UN agencies and Government is an added advantage
  • Good writing and reporting skills
