Copperbelt Energy Corporation Job: Advisor – Environmental and Social – July 2017


The Copperbelt Energy Corporation Plc (CEC) is an independent power transmission, distribution and generating Company with interests in closely linked businesses, including optic fibre based telecommunications, in Zambia and the African region.

CEC invites applications from suitably qualified, innovative and dynamic individuals to take up the position of ADVISOR – ENVIRONMENTAL AND SOCIAL based at our Head Office in Kitwe. The job holder will report to the Senior Manager – Health, Safety, Environment and Risk.

Job Purpose

The role will provide expert advice and guidance to management on environmental policy programmes so as to achieve levels of environmental protection which are consistent with national and international standards and meet national legislation requirements as a minimum.

Key Accountabilities

  • Provide technical expertise and advice to management on environmental stewardship and regulatory compliance relevant to CEC operations.
  • Initiate programmes aimed at environmental protection and conservation and resource efficiency.
  • Ensure that the Company’s environmental policy and programmes are consistent with legislative and statutory instruments.
  • Undertake Environmental and Social Impact Assessments (ESIA) for new project developments in line with regulatory requirements to support the acquisition of necessary regulatory approvals for the implementation of the projects and to mitigate environmental and social risks associated with the project.
  • Provide expert advice to management on national and international laws and legislation governing pollution control to ensure that all company operations are environment-friendly.
  • To ensure that performance of the Environmental Management System (EMS) remains effective and in compliance with international standards specifically ISO 14001:2014 and IFC Performance Standards as a minimum.
  • Ensure effective implementation of EMS guidelines, directives and procedures in order to drive continuous improvements to the environmental performance of the Company.
  • Monitor and identify areas of company operations with high pollution risk and initiate action aimed at abating the resultant environmental impact/effect.
  • Plan and conduct proactive compliance inspection and audit programmes for all company areas of operation to ensure compliance with best practices and regulatory requirements and environmental performance.
  • Maintain close relationships with national and international organisations including relevant Government departments, non-governmental organisations and the public to ensure exchange of ideas and knowledge in all matters related to environmental protection.
  • Prepare environmental management plans and reports highlighting the Company’s performance and initiatives regarding management and control of environmental and social risks for the attention of management, regulators, shareholders and all other stakeholders.
  • Design and deliver environmental awareness training programmes to support the implementation of the Environmental Policy, Procedures and Environmental Management Plans.
  • Ensure that plant personnel are appropriately and adequately trained so as to enhance their levels of environmental awareness.
  • Respond to environmental incidents by carrying out field/technical inspections and investigations.
  • Identify, assess and manage community health and safety hazards associated with CEC infrastructure and activities.
  • Prepare and control sectional budget within the Company guidelines and ensure that expenditure is kept within budget limits.

  • Good understanding of the International Finance Corporation (IFC) performance standards and the relevant International Labour Organisation (ILO) and World Health Organisation (WHO) standards
  • Computer literate and conversant with Microsoft Word, Excel and PowerPoint

Qualifications and Experience

  • Full Grade Twelve School Certificate
  • Degree in Environmental Engineering, Environmental Science or Natural Sciences
  • Qualification in Environmental Management System (ISO) 14001 is an added advantage
  • At least three (3) years’ experience in Environmental Management or an Environmental and Social role and in a context of similar complexity
  • In-depth understanding of Environmental Management Systems and proven technical skills and knowledge in Environmental and Social Assessment Studies
  • Member of the Engineering Institution of Zambia and/or relevant professional body
