Summary:

Counterpart International is implementing a USAID funded 5- year Cooperative Agreement for the Fostering Accountability and Transparency in Zambia (FACT Zambia) project. The program will improve the ability of Zambian civil society organizations (CSOSs) and citizens to collaborate with selected government entities to enhance and promote transparency and accountability in the delivery of targeted public services. The first objective of the program is to encourage civic participation among Zambians by strengthening the ability of CSOs to engage with grassroots constituencies in the areas of education, health and HIV/AIDS, sustainable rural livelihoods, and environment. The second objective aims to increase and improve the engagement between citizens and government service providers in these sectors.

Counterpart has a vacancy for the position of  Capacity Building and Environment Governance Officer-six months maternity cover.

Duties and Responsibilities: – six months

  • Inform the technical direction of the project and provide technical expertise to program design, collaboration activities, and reporting to support community engagement and oversight in environment, natural resource management and livelihoods.
  • Provide vision, strategic leadership and management for FACT capacity building related activities. This includes assessments, development of workplans, keeping a trainer/facilitator rota, keep track of any trainings and learning events and impact assessments, and ensure a cohesive program on capacity building.
  • In liaison with the sector governance officers explore potential and opportunity for capacity strengthening of local CBOs and NGOs in social accountability, policy analysis, advocacy processes and campaigns, and any organizational capacity issues that might arise.
  • Support the knowledge building and cross learning among program sector themes and create synergies to maximize results with other programs on social accountability.
  • With HQ support ensure the adaption of the Counterpart Organizational Capacity Assessment tools and processes.
  • Support Sub-grantee partners to interpret and draw up capacity building action plans and training needs.
  • Translate training needs, prepare and organize/conduct trainings and workshops for CSOs in policy advocacy, campaigns and social accountability tools and methods.
  • With support from the Administrative Assistant organize and hold training calendar of events, procure venue and training materials, and other necessary materials.
  • Lead and provide FACT program oversight on environment and natural resources governance issues.
  • Develop strong organizational relationships and partnerships with local and national government authorities.
  • Lead on Sub-award procurement and grant monitoring for environment and natural resources partners, and seek out new partnerships that enhance the work of FACT.
  • Promote the inclusion of local communities, especially women and youth and other marginalized groups, as leaders in project design and planning.
  • Promote and support the integration of gender and inclusiveness as defined by the FACT integration strategy.
  • Mentor sub-grantee partners and constituents to deliver program effectively and efficiently.
  • Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
  • Organize regular field monitoring visits of sub-grantees, and ensure timely and comprehensive reports (monthly, quarterly and annual)
  • Support the Finance and Grants officer in ensuring that sub-grants are compliant and report any deviations from the project design.

 

Candidates must meet or exceed the following requirements for this position:

  • Bachelor Degree in Development, Environment, Social science, or related field.
  • Minimum of 5 years’ experience in successfully implementing governance and social accountability projects with an excellent understanding of sector policy, advocacy, accountability and transparency issues in Zambia
  • Experience in grant making and management
  • Experience in USAID projects and understanding of rules and regulations
  • Experience of leading and working successfully on capacity development processes and methodologies with good facilitation skills.
  • A collaborator, able to build effective collaborations and networks
  • A team player, with a flexible but purposeful mindset
  • Good verbal and written communication skills
  • Able to travel regularly to support partners outside of Lusaka up to 40% of your time
