Abt Associates, a global leader in research and program implementation in the fields of health, social and environmental policy, climate change and international development, seeks qualified candidates to fill a vacant position on the systems for Better Health project. This project is funded by the U.S Agency for International Development, the project works to improve health outcomes in Zambia by strengthening systems that support the delivery of high-quality health services and by increasing the utilization of high impact health interventions.

Key roles and responsibilities

• Provide leadership for project capacity strengthening strategies and activities for MOH performance management systems at the national provincial, district and community levels
• Work with project personnel and MOH counterparts as well as international experts to conceptualize and develop capacity strengthening interventions for all health system levels, and across health system technical area, with technical contributions for MOH counterparts
• Work with and act as a recourse to the project’s program personnel and appropriate MOH stakeholders to coordinate the design and development of capacity strengthening activities such as training, coaching and resource materials and job aids
• Provide technical leadership and management support for the implementation of the project’s capacity strengthening approach at the provincial and district levels
• Identify opportunities to develop or modify training approaches and materials to incorporate new methods

Preferred skills/prerequisites 

• Masters degree in public health, business management, education or related
• A minimum of 8 years of relevant professional experience in the design, implementation and evaluation of capacity strengthening activities in the health sector
• Demonstrated experience in the design and implementation of capacity strengthening programs in the public sector,  preferably on USAID – funded projects
• Knowledge with adult learning principles and experience organizing training and other learning activities based on these principles
• Proven ability to establish and maintain effective working relationships with Ministry of Health and other implementation partners
• Ability to work independently take initiative and manage a variety of activities concurrently
• Strong ability to communicate efficiently
• Excellent writing skills
