Purpose of the position

The Deployment and Training Quality Assurance Lead (DTQAL) is responsible for setting the standards for and monitoring the deployment and training activities carried out by IDeAS subcontractors and PEPFAR implementing partners. The DTQAL lead will collaborate with the Ministry of Health, CDC and implementing partners to ensure that deployment and training standards and materials are up to date and respond to the emerging needs of the implementation process. The DTQAL will work with the Strategic Information Lead to ensure that deployment and training outcomes are measured in relation to both the process as well as the outcomes in improving data use and patient care. The DTQAL is the key liaison between the IDeAS project and implementing partners for obtaining deployment and training updates and needs and working with the relevant partners to identify and implement activities to address those needs.

You will

  • Oversee the implementation strategy for the deployment and training for SmartCare, according to guidelines
  • Provide periodic performance reports to the eHealth Technical Working Group, IDeAS Management, CDC and stakeholders
  • Oversee and ensure IHM’s deliverables related deployment and training are met according to agreed strategic directions, targets and timelines
  • Oversee the development of assessment plans, technical strategies, work plans and budgets. Ensure that work plans receive necessary approvals
  • Identify the human resource materials required to implement the proposed work plan; recommend adjustments to work plan as a necessary if adequate resources cannot be made available
  • Monitor the implementation of the work plan requesting and reviewing monthly and quarterly reports, email and telephonic communication, and observation in the field
  • Work with the IHM deployment and training leads in a supervisory and technical advisor role
  • Work to identify capacity gaps and in collaboration with IHM arrange for appropriate upskilling of personnel to adequately equip them with skills and knowledge required to accomplish their responsibilities
  • Develop and implement a quality assurance framework for assessing and improving training and deployment activities.
  • Organise monthly deployment and training implementing partner point of contact meetings and ensure that outcomes are documented and followed up for implementation.
  • Work with subject matter experts, the training specialist and provincial trainers to design, deliver, and evaluate the training processes to assure the quality of the training programs and measurable results.
  • Be responsible for preparing the training budget, financial management and training programs
  • Provide project plans and status updates to senior stakeholders on the progress of training initiatives across the program
  • Ensure application of training and quality is consistent across the various facilities
  • Measure performance and effectiveness of training being delivered through meaningful analytics and metrics
  • Ensure training is delivered through effective channels, such as digital platforms
  • Manage third party vendors
  • Manage relationships with government officials for example eHealth Coordinator, ICT Assistant Director, District Health Officers
  • Ensure training frameworks and strategies are complemented by change management plans

Qualifications

Essential qualifications

  • Bachelor’s degree in information technology, health informatics or data analytics

Desirable qualifications

  • Master’s degree in related fields.

Experience & skills

  • Minimum 7 years of experience leading large-scale deployment, training and data use initiatives
  • Knowledge of USG specifically CDC, USAID, procedures and guidelines an added advantage
  • Knowledge of public service operations
  • Demonstrated record of having undertaken the scope of deployment for computers, networking, training and the data transmission infrastructure
  • Project management skills and capabilities
