Reports to Chief of Party. The Deputy Chief of Party is responsible for the overall coordination and management of the USAID SDVCA project implementation, monitoring and follow up. S/he will have responsibility for all aspects of technical and operational program management in order to optimize program performance and outcomes. This includes systematic monitoring of program results against targets and work plans, operationalization of program standards, and employing data for decision-making and course correction. S/he will ensure effective coordination with key stakeholders including government, health facilities, CBOs, faith-based organizations, and the private sector as well as robust sub-partner management. The Deputy Chief of Party will ensure program targets are met, quality of services to target beneficiaries is maintained, and effectiveness is maximized through appropriate programmatic support to the provincial and district project teams.

Main duties

  • Ensures high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
    Participates in the technical and programmatic design, implementation, monitoring, report writing and coordination work.
  • Develops project implementation strategies, protocols and monitoring tools.
    Oversees the work planning, regular technical support provision and reporting of the project implementation.
  • Works towards achieving the USAID targets, meet the standards of PEPFAR, and publish project-level success stories
  • Develops or adopts evidence-based program implementation packages, tools and SOPs in collaboration with the consortium partner, gov’t and other program staff.
  • Works with provincial and district staff to ensure service delivery is timely and of good quality.
  • Establishes quality improvement system, provide training and implement quality assurance interventions in collaboration with the SI manager and the Chief of Party.
  • Provides technical and management leadership in carrying out pediatric and adolescent surge activities in all high-volume facility sites.
  • Provides training, technical support & mentorship to child health officers & social protection officers on case identification, management, adherence counseling & support.
  • Executes program funds and collaborate with finance and operations team to ensure compliance is maintained
  • Represents CIDRZ with different technical working group meetings, donors and partners calls on program matters.
  • Ensures compliance with CIDRZ’s and USAID requirements, policies, and regulations.
  • Provides training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations.
  • Supervises local project staff in line with CIDRZ HR policies.

Qualifications

  • A Medical Degree or a Master’s Degree or higher training in Public Health, Development Studies, International development, Social works, or in a closely related field is required.
  • Previous OVC experience as a Deputy Chief of Party of a development program of equivalent size and scope, of which experience in Africa is preferred.
  • Progressively responsible experience in technical and operational program management of large-scale complex development activities in Sub-Saharan Africa (preferably Zambia);
  • Demonstrated experience in the management of a large HIV or OVC activity (preferably PEPFAR-funded), including program planning, implementation, data use, monitoring and reporting;
  • Experience leading HIV/AIDS-related programs targeting orphans and vulnerable children, adolescents and PLHIV is desired.
  • Experience with child welfare and protection programs, systems strengthening, capacity building, service delivery, quality improvement or policy development is desired.
  • Demonstrated ability to manage large teams and effectively coordinate with a range of stakeholders including government, community and other civil society organizations, and the private sector;
  • Demonstrated working knowledge of U.S. Government program management regulations;
  • Demonstrated written, presentation, communication, and organizational skills in English.

Additional Preferred Qualifications:

  • Experience managing an OVC or adolescent programs in Zambia
  • Excellent communication skills with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service orientated NGOs, civil society organizations, donors, etc.
  • Experience in designing training tools and conducting training on social services provision for OVC
  • Ability to work independently
