Deputy Country Director: Chemonics International Zambia – Ending 31 July 2017


Chemonics seeks a long-term deputy country director for the current USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Zambia, with an anticipated start date of October 1, 2017. GHSC-PSM will be the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. The deputy country director will strategically direct technical team activities and oversee their management. Contributing to the development and implementation of the project’s overall technical vision, the deputy country director will enable GHSC-PSM to deliver critical health-commodity supply-chain technical assistance. Responsibilities

  • Serve as a member of the Senior Management Team (SMT) to oversee technical implementation and facilitate timely completion of activities and deliverables in accordance with the project’s work plan and budget
  • Support contract management and advise SMT members on how to plan and implement technical activities while ensuring contract compliance and adequate resourcing
  • Provide SMT members with regular professional development opportunities that advance the project’s overall goals
  • Serve as the liaison between Chemonics, USAID, and international and local partners
  • Identify challenges and obstacles to the project’s implementation, develop strategies to solve these problems, and work with the SMT and USAID to implement these strategies
  • Identify opportunities for the project to share technical knowledge (e.g., through conferences and workshops)

Qualifications

  • Master’s degree in public health, health systems, project management, business administration, or another relevant field or a bachelor’s degree and equivalent experience
  • Minimum of eight years of experience providing reporting and technical leadership and oversight for USAID-funded public health programs, including health supply chains (e.g., managing commodities, warehousing and storage, or information systems); experience working with HIV/AIDS or malaria health commodities preferred
  • Demonstrated ability to apply best practices and innovations in supply-chain management to donor-funded programs
  • Demonstrated ability to develop and track strategic work and monitoring and evaluation plans
  • Willingness to live in Zambia and travel throughout the country for up to 25 percent of the assignment
  • Strong writing, editing, and analytical skills; submission of a writing sample with the application
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
