The Road Transport and Safety Agency (RTSA) seeks innovative and dynamic individuals to fill the vacant position published below. The Agency recently launched its three-year strategic plan (2019-2021) with a focus on attaining service excellence as it executes its mandate of road safety and transport management. The Agency also seeks to increase the effective collection of revenue on behalf of the Government. The vacant position are as follows.

DEPUTY DIRECTOR – SAFETY, RTSA2 (1 POSITION)

Purpose of the job

The Deputy Director-Safety (DD-S) will oversee a relentless and coordinated Agency effort to achieve significant safety gains and reduce the incidence of accidents in the country. Reporting to the Director and CEO, the DD-S will facilitate the actions of multiple stakeholders to ensure a robust provision of a safe and environmentally friendly transport system.

Specific duties and responsibilities

  • Acts as the principal liaison on safety, government transport policy implementation and providing leadership in aligning national, local, and road sector agency work in implementing road safety policies as guided by the goals of the Agency strategic plan;
  • Facilitates safety planning and sustainable transportation focusing on all road users, road engineers, urban planners and road education instructors to incorporate safety, health and needs of children and other vulnerable peoples’ independent mobility, as well as the right to recreation in public spaces;
  • Disseminates road safety information to the stakeholders including road users through publicity campaigns;
  • Develops, coordinates and conducts road safety education programmes to ensure uniformity of purpose and attainment of high standards of road safety by all education providers consistent with aims and objectives of the road transport policy and the RTSA;
  • Formulates, updates and conducts road safety policy programmes aimed at promoting road safety throughout the country;
  • Scales up safe street designs, improving road traffic fatality data, enhancing legal frameworks for road safety, strengthening speed management, and capacity development in responsive planning and sustainable transport;
  • Facilitates development of road safety curriculum in conjunction with the Curriculu Development Center for the Zambian schools;
  • Commissions studies on road accidents and recommends new road safety measures to the government;
  • Reviews and publishes standards of road safety legislation and advises government on necessary amendments;
  • Maintains contacts with other relevant organisations outside the country on road safety to ensure performance improvement of the Agency consistent with national and international requirements and objectives of the Road Transport Policy and the RTSA; and
  • Performs any other duties as may be assigned from time to time by the Director.

Educational Requirements

  • Bachelor’s Degree in Engineering (Civil, Highway or Transport)
  • At least 8 years post qualification experience in Management with knowledge in relevant
  • Zambian laws and regulations in Road Safety including the Highway Code;
  • Masters Degree in Engineering, Transport Management or in a Business-related field; and
  • Experience implementing business process, policy fornnulation and implementation and Road Safety Management.

Required Skills

  • Leadership – set the direction for the entire department, providing guidance and mentorship to staff, and taking responsibility for overall performance;
  • Transportation safety expertise – Knowledgeable about sector trends, supply chain processes, best practices, and compliance requirements;
  • Organizational – drive projects from start to finish and assign responsibilities, keeping track of several processes at once and making sure that deadli nes are met;
  • Communication – must be excellent, well-rounded communicator adapt at making presentations and stakeholder facilitating meetings;
  • Data analysis – should be able to synthesize data from multiple sources and distill their findings into action steps for improvement.
  • Excellent written and oral communication skills, executive communication skills;
  • A relentless problem solver seeking innovative ways to improve safety strategies and processes;
  • Manage several portfolios under safety simultaneously with a sense of urgency;
