The Road Transport and Safety Agency (RTSA) seeks innovative and dynamic individuals to fill the vacant position published below. The Agency recently launched its three-year strategic plan (2019-2021) with a focus on attaining service excellence as it executes its mandate of road safety and transport management. The Agency also seeks to increase the effective collection of revenue on behalf of the Government. The vacant position are as follows.

DEPUTY DIRECTOR TRANSPORT- RTSA2 1 POSITION

The Deputy Director-Transport (DD-T) will strategize, manage, and continually refine the Agency’s transport management mandate seeking to improve efficiency in the movement of people, goods, and delivery of services. The DD-T is expected to provide leadership in realizing the government’s goal of making Zambia an efficient regional transportation hub. The DD-T will also oversee the execution of the Agency core services including the registration and examination of motor vehicles and trailers, and issuance of licenses and permits in line with the Road Traffic Act No. 11 of 2002. Reporting to the Director and CEO, the DD-T must be able to thrive in an intense, results-driven environment.

Specific duties and responsibilities

  • Implements the Road Transport component of the Agency’s strategic plan and submits performance reports to ensure that objectives are met on time;
  • Engage stakeholders about strategic direction and assess the evolution of transport system management based on changing use patterns of roads and vehicles. The DD-T must also address other emerging national and regional opportunities in transportation management;
  • Oversee registration and examination of motor vehicles and trailers, and issuance of licenses and permits;
  • Oversee innovative approaches to attain compliance requirements including developing incentives and driver behaviours that improve safety for all on the country’s roads. The DD-T will ensure that stakeholders follow regulations in line with national legal requirements, including those imposed by local authorities;
  • Establishes and maintains a positive image of the Directorate to promote the Agency’s acceptability among the road sector stakeholders and establishing licensing fees collaboratively with carriers and other transport service providers. The DD-T must address safety concerns and customer complaints promptly;
  • Submits regular reports on the activities of the Directorate to the Director to ensure efficient flow of information and the required transparency;
  • Oversee the entire budgeting process for the department from budget development to expense control while maintaining awareness of all financial transactions, and ensuring that tasks are on track;
  • Ensures that mechanisms are in place to ensure that required road transport conditions are implemented; and
  • Liaises with the other Directorates to ensure that the Agency’s corporate objectives are met.

Educational Requirements

  • Bachelor’s Degree in Engineering (Transport or Automotive) or Transport (Economics or Management);
  • At least 8 years post qualification experience in Management with knowledge in relevant
  • Zambian laws and regulations in Road Transport including the Highway Code;
  • Master’s degree in Engineering or Transport (Management or economics) or in a business-related field.
  • Experience implementing business process improvements and initiatives yielding improvements in Road Transport Management.

  • Leadership – Set the direction for the entire department, providing guidance and mentorship to employees, and taking responsibility for overall performance;
  • Transportation sector expertise Knowledgeable about sector trends, supply chain processes, best practices, and compliance requirements;
  • Organizational – drive tasks from start to finish and assign responsibilities, keeping track of several processes at once and making sure that deadlines are met;
  • Communication – must be excellent, well-rounded communicator adept at making presentations and stakeholder facilitating meetings;
  • Data analysis – should be able to synthesize data from multiple sources and distill their findings into action steps for improvement;
  • Excellent written and oral communication skills, executive communication skills;
  • A relentless problem solver seeking innovative ways to improve safety strategies and processes;
  • Manage several portfolios under Safety simultaneously with a sense of urgency; and
  • Must be affiliation to a relevant professional body.
