Director Air Navigation Services Wanted: Civil Aviation Authority
The Civil Aviation Authority (CAA), a corporate body was been established by the Government of the Republic of Zambia under section 3 of the Civil Aviation Authority Act No.7 of 2012.
The Civil Aviation Authority is inviting applications from suitably qualified candidates to fill the position of Director Air Navigation Services (DANS).
JOB PURPOSE:
To manage the development, implementation and review of air navigation services programmes and standards in order to ensure the safe, organized and efficient use of air space.
MAIN DUTIES AND RESPONSIBILITIES
- Manages effectively the development and implementation of communication, navigation and surveillance systems, standards and procedures in order to ensure a safe and orderly flow of air traffic.
- Manages effectively the development, implementation and review of air traffic management systems, standards and procedures in order to ensure a safe and orderly flow of air traffic.
- Manages effectively the regulation of aeronautical meteorological services in order to ensure accurate meteorological data to operators.
- Manages effectively the regulation of aeronautical information service providers in order to ensure safety of air navigation.
- Manages effectively the development, implementation and review of Procedures for Air Navigation Services – Aircraft Operations (PANS-OPS) in order to facilitate safe take-off and landing operations.
- Manages effectively the regulation of search and rescue and coordinates with the relevant national and international organizations in the provision of search and rescue to persons in distress
- Manages the effectively implementation of performance management systems in order to enhance individual and organizational performance
- Supervises effectively utilization of Human and material resources in order to facilitate attainment of set objectives.
MINIMUM QUALIFICATIONS AND EXPERIENCE
a) Minimum Primary/Secondary Education:
- Full Form V /Grade 12 Certificate with minimum of five (5) “O” Levels with credits
b) Minimum Vocational/Professional Qualifications:
- Engineering Degree, preferably Telecommunications or Electrical,
- Added advantages: Air Traffic Management Licence holder with four ratings (Aerodromes, Approach, Area and Surveillance)
- Communications Navigation Surveillance (CNS) inspector with communications, navigation and surveillance competencies.
c) Minimum Relevant Pre-Job Experience:
- 10 years with five at management level.
d) Communication Skills
- Written Skills: able to write analytical and technical reports
- Oral Skills: able to communicate effectively in English
e) Other Skills/Attributes
- Computer literate
- Knowledge of ICAO standards, procedures and relevant documentations.
- Knowledge of Civil Aviation Legislation.
