Director (Chief Executive Officer): National Remote Sensing Centre


The National Remote Sensing Centre is a statutory body established through Statutory Instrument No. 137 of 1999 of the Science and Technology Act No. 26 of 1997 to spearhead the development and application of space science, remote sensing, and geographic information systems (GIS) in Zambia.

Position description

The Director is responsible for the day to day administration of the NRSC. He/ She Plans for and implements strategic aspects of the National Remote Sensing Centre, and core mandate of remote sensing (RS), Geographic Information Systems (GIS) and space science development and application.

The Director is the Chief Executive Officer of the NRSC, classified in the scale of RCS01.

The Director receives instructions and direction from the Management Board of the NRSC.

Duties and responsibilities

  • Ensuring that the mandate and functions of the NRSC are followed, implemented, and attained
  • Managing and coordinating the day to day activities of the NRSC inclusive of
  • GIS, remote sensing and space science development and application
  • Local, national, and international collaborations
  • Resource mobilization and Financial monitoring
  • Human capital welfare and development and recruitment
  • Assets (fixed and movable) and materials monitoring (software, hardware)
  • Performs other related duties as assigned by the Board.

Required experience and qualification

  • A minimum of a Master’s degree in Applied Spatial Science (Geomatic Engineering, Geo-informatics, Land surveying, Remote sensing, Cartography, Geography, Geology, Environmental Information Systems)
  • A minimum of 7 years’ experience operating and managing the applications of space science, remote sensing, and GIS technologies.
  • At least 5 years’ experience in a senior management position
  • Practical knowledge of:
    • Trends in Remote sensing (RS) and Geographic Information Systems (GIS) development and applications for environment and natural resources monitoring and management
    • Emerging RS and GIS technologies and their applications such as Natural Capital Accounting, Epidemiology, Public Spatial science platforms
    • Knowledge of trends in space science development and its applications

  • Make sound decisions concerning applied spatial science and technologies, as they apply to national, regional, and global development goals
  • Explain RS and GIS-related technical issues and concepts to non-technical clientele.
  • Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.
  • Prepare and present clear and well-organized written and oral reports to the Board

Professional membership:

  • Member of a relevant professional body, such as Engineering Institution of Zambia (EIZ), Surveyors Institute of Zambia (SIZ), as well as related international professional bodies.
