Responsibilities

- Incumbent shares oversight responsibilities for the development and implementation of public health related
technical program activities and has direct responsibility for day-to-day program activities that
implement or support the President’s Emergency - Plan for AIDS Relief (PEPFAR) Duties and responsibilities include program planning and development, supervision of activity, branch staff, and grants, contracts and cooperative agreement oversight. Incumbent works closely with the supervisor to ensure that all office or branch activities contribute to measurable results that are in accordance with An Equal Opportunity Employer agency regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care
- The main duties of the incumbent are to provide scientific leadership for activities related to the
implementation of CDC’s HIV, AIDS or TB, STI activities in Zambia, as part of senior management - Responsibilities include development of strategies and programs aimed at achieving the goals of the organization, development of program announcements for the implementation of activities, supervise and conduct technical review of program proposals submitted to the CDC, supervise and monitor program implementation by technical staff
- Close collaboration and interface with the Ministry of Health, National AIDS Council, USG partners (Department of Defense, Department of State, USAID, and Peace corps) in the President’s Emergency Plan for AIDS Relief (PEPFAR) will be required
Qualifications
- Applicants must address each required qualification listed below with specific information supporting each item
- Failure to do so may result in a determination that the applicant is not qualified
Post-graduate degree in medicine with a valid license to practice medicine in Zambia is required - A post-graduate degree in public health and tropical medicine is also required
- Ten years’ experience in medical practice, research or teaching in the area of HIV, AIDS, tuberculosis, or sexually transmitted infections with at least three years of managerial responsibilities during that time is required
- A successful record of peer-reviewed publications in high-impact professional journals is also required
- Level IV (fluent) speaking reading or writing in English is required
- Level IV (fluent) speaking, reading and writing) Nyanja and Bemba is also required
- Language proficiency will be tested
- Strong leadership, interpersonal and communication skills are required
- Incumbent will be required to provide strong and sensitive leadership and guidance in
operational research and HIV, TB prevention, care and treatment implementation activities in
Zambia - Comprehensive knowledge of HIV/AIDS prevention, care, treatment, and systems strengthening programs, policies, regulations, protocols and ethical considerations applicable to the development and administration of national or international HIV, AIDS public health programs is required
- A detailed working knowledge of Zambian government and international public health systems,
the theories, principles and concepts of epidemiology, infectious diseases, HIV, AIDS and TB,
the design, development and implementation of complex prevention programs in HIV, AIDS, TB
or other infectious diseases is required
