Director Systems job in Zambia


Concern Worldwide Zambia is a growing International NGO, headquartered in Ireland and with a mission to alleviate extreme poverty. Concern is seeking a Director of Systems to lead and manage the functions and staff supporting Information Technology, Human Resources, Procurement & Logistics, Transport and Administration within the Lusaka office and across the whole organisation. Concern has over 60 staff and offices in Mumbwa, Mongu, Kaoma and Senanga. The Director of Systems is a member of the Zambia Senior Management Team and will contribute to the implementation of the Country Strategic Plan and the growth and development of Concern Worldwide in Zambia. The post holder will ensure that Concern Worldwide Zambia has systems that effectively and efficiently deliver support services to enable programmatic objectives to be achieved.  This will include coaching and mentoring of all the systems staff within and outside Lusaka.  The post holder will be responsible for ensuring that policies, procedures and manuals are reviewed on a regular basis, updated as needed, and rolled-out across the organisation and that the skills and knowledge are in place to be compliant with these policies.

Main tasks and responsibilities

  • Ensure compliance to donor and Concern policy
  • Prepare and manage administration and transport budgets
  • Manage the HR function and ensure that Concern Zambia is fully compliant with all national employment legislation and requirements
  • Manage the transport function and ensure the cost effective maintenance of the Concern Worldwide Zambia fleet of vehicles
  • Manage the Logistics and Procurement function, ensuring efficient procurement of goods and services in a transparent and accountable manner, ensuring value for money for the organisation and justifiable use of donor funds
  • Oversee International Staff Administration (visas, work permits, housing and travel)
  • Oversee the on-going maintenance and running of Concern’s premises (offices and residences)
  • Ensure that all issues related to government authorisations are managed proactively
  • Manage the IT Department, ensuring provision of effective support systems, enabling the smooth operation of IT systems and management of information
  • Act as Security focal point for Concern Worldwide Zambia and liaise with Security Focal points from each field office
  • Deputise for the CD as requested and maintain relationships with key national actors,
  • Manage the Lusaka based systems staff and build an effective and supportive team culture within the systems staff and between field and Lusaka support personnel.
  • To adhere to and support the implementation of the Concern staff code of conduct and Programme Participant Protection Policy as described in the National Staff HR Manual

Requirements

  • Degree in Management, Operations Management or other related discipline
  • Minimum 7 years relevant experience in a senior operations management and leadership role
  • Experience of managing teams of several operations specialists, e.g. HR, IT, Administration
  • Full membership of ZIHRM
  • Experience of various donor grants and compliance requirements
  • Specialism in one of the areas (Administration, IT, Procurement, Transport, HR)
  • Strong communication and team-work skills
  • Commitment to Concern’s core values and mission to alleviate extreme poverty in Zambia
  • Excellent report writing skills and IT literacy
