DISTRICT AQUACULTURE BUSINESS EXTENSION OFFICER

1.0 Introduction
The Government of the Republic of Zambia has received financing from the African Development Bank towards the implementation of the Zambia Aquaculture Enterprise Development Project (ZAEDP) through the Ministry of Fisheries and Livestock and intends to apply part of the funds towards the Aqua-prenuers Empowerment Programme which is being implemented through the Citizens Economic Empowerment Commission (CEEC) in collaboration with the Department of Fisheries. The ZAEDP is aimed at advancing the aquaculture subsector as a viable and inclusive business opportunity, through enhanced production and productivity, in order to improve livelihoods of beneficiaries along the aquaculture value chain. The project development objective is to contribute to economic growth as well as provide food and nutrition security in Zambia.
The Citizens Economic Empowerment Commission (CEEC) is a Body Corporate established under the Citizens’ Economic Empowerment Act No. 9 of 2006 to foster broad-based economic empowerment. Broad-based economic empowerment is defined in the Act as “the economic empowerment of targeted citizens, citizens influenced companies, citizens empowered companies and citizens owned companies through diverse but integrated social-economic strategies that include ownership of productive assets and resources, increasing the levels of employment in the formal sector, increasing household incomes, expanding literacy and skills development, and ensuring preferential procurement and access to services of the state institutions. Under ZAEDP the CEEC will provide business loans and business development services to targeted citizens and companies for the development of the Aquaculture value Chain based industries.
2.0 DUTIES AND RESPONSIBILITIES
Reporting to: the Aquaculture Business Development Specialist
Subordinates: Nil
- The Aquaculture Business Extension Officer will be responsible for orienting and training smallholder fish farmers in fish husbandry and general farm management;
- Undertaking and facilitate the imparting of business skills in farmers;
- Facilitate third party capacity building interventions supported by CEEC in its value Chain Development Program ( involving partners such as Zambia Bureau of Standard , Zambia Metrology Agency, Kaizen Institute of Zambia, etc);
- Facilitate competitive integration of the fish farmers into various value chains for fish products such as smoked products, stock feeds, canned products frozen products etc., while optimizing backward business linkages for the farmers;
- Follow-up on loan repayments by the farmers to develop a good revolving fund for the Project and to generally promote a positive loan repayment culture among the farmers and other aqua-prenuers that benefit from business loans under the Project;
- The District Aquaculture Business extension Officer shall prepare the monthly, quarterly semi-annual and annual progress reports (or for any period necessary) on the district portfolio;
- Undertake highly effective, regular and detailed communication with the Aquaculture Business Development Specialist;
- Report and analyze all problems experienced with small holder farmers, so that remedial action can be promptly taken.
3.0 QUALIFICATIONS AND SKILLS
- Grade Twelve (12) Certificate.
- A minimum qualification of Diploma in Aquaculture, Fisheries or any related fields.
- A minimum of 2 years’ working experience in Aquaculture.
- Experience in the Africa region is required.
- Experience in Zambia preferred.
- Strong verbal and written communication skills.
- Fluency in English is required.
4.0 DURATION OF THE ASSIGNMENT
The duration of the assignment shall commence from the April 2021 to December 2022 and shall be renewed annually, based on performance, up to the closing date of the project (31 December 2022).
5.0 LOCATION
The Aquaculture Business Officer will be located within the Districts, with travels to where the Project activities are being carried out.
6.0 LANGUAGE OF ASSIGNMENT
The Language of Assignment shall be English Language though working language of dominant language in the preferred district of operation would be desirable.
