Eastern Provincial Health Office, a government department under the Ministry of Health of the Republic of Zambia, is seeking eligible and qualified applicants for the position of District HIV Lead Mentor to be based in 8 Districts (Chadiza, Chipata, Katete, Lundazi, Mambwe, Nyimba, Petauke, and Sinda) of Eastern Province. This position is funded under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through the Cooperative Agreement No. NU2G GH002047 with the Centers for Disease Control and Prevention (CDC).

BASIC FUNCTION OF POSITION

This is a technical position of the HIV Prevention, Treatment, Care & Support project under the US Presidents Emergency Plan for AIDS Relief (PEFAR) in Eastern Province based at the District Health Office under the supervision of the District Health Director. The job holder will provide expert technical oversight and support at the site level (facility, community, and district) as needed to improve implementation of CDC-funded U.S. President’s Emergency Plan for AIDS Relief (PEPFAR] activities. The incumbent will provide mentorship to health facilities and ensure that supported sites in the district of jurisdiction, have the capacity to provide comprehensive and quality HIV Prevention, Treatment Care & Support services in line with national and international standards. S/he will ensure that HIV prevention, treatment, care, and support activities under the project run smoothly, ensuring that the districts achieve epidemic control: Ensure that at least 95% of PLHIV know their status: 95% are on treatment: and 95% achieve viral suppression before the project ends. S/he will support the technical staff serving under the project and other Ministry of Health staff and will review and monitor work plans and performance monitoring plans and provide timely feedback. S/he will work with other staff within the ministry functionaries to guide health facilities, tracking progress against performance indicators as part of the project’s Performance Monitoring Plan and semi-annual and annual portfolio review processes. The job holder will work collaboratively with other staff within the ministry and project staff to build local capacity on implementation of special initiatives (e.g. Differentiated Models of Care, DTG, and other HIV prevention, treatment, core, and support strategies. S/he will work with the district technical leads for HIV programs to plan and monitor implementation of activities within the district and ensure that CDC-supported activities are responsive to the national strategies for the areas.

The jobholder will be responsible for finding creative solutions to challenges identified at sites within their assigned district(s): and Provide targeted and data-driven clinical mentorship to staff for both adult and pediatric care services, including PMTCT in health facilities and monitoring of improvement in services. The District Mentor will be the technical coordinator of Project ECHO and will utilize this platform to provide direct support and supervision in HIV prevention, treatment, care, and support and data management to all health facilities in their respective districts by: Participating in Tele ECHO sessions as facilitator and faculty (present didactics); Helping the facility in charge to select case presentations and recruit site healthcare providers to participate in Tele ECHO sessions; Supervision of
Clinical Officer Mentors within assigned districts; and Serve as liaison between PHO and DHO as well as other implementing partners/stakeholders at the district level including community based organizations, on issues relating to the implementation of HIV Prevention, Treatment, Care and support activities under the project.

QUALIFICATIONS REQUIRED

EDUCATION: Medical Officer with Bachelors’ Degree (MBChB) or equivalent.

EXPERIENCE: A minimum of three years or more of progressively responsible, professional-level experience working as a medical doctor in a health/medical organization particularly providing HIV treatment, core support services is required.

LANGUAGE: Fluent in English, (speaking, writing and reading) is required. (English language proficiency will be tested).

SKILLS AND ABILITIES:

1) Demonstrated ability and experience in HIV mentorship programs.

2) Excellent interpersonal skills, required to establish and maintain a wide range of working-level contact with Health programs in government, non-governmental, and private-sector circles.

3) Demonstrated ability to work effectively within team and HIV prevention, treatment, care & support program environments.

4) Strong management and analytical skills to strategize, develop and implement effective CDC-supported Health programs.

5) Demonstrated ability to interpret, apply: and explain program policy, guidelines, regulatory directives, and related guidance.

6) Demonstrated ability to organize and present information and to draft clear, concise documents.

7) Excellent computer skills, including ease in using a database, word processing, spreadsheet: and presentation software applications and email.

JOB KNOWLEDGE: Sound knowledge of HIV/AIDS prevention, care and treatment, and public: health service delivery programs and systems in Zambia: and a good understanding of Zambian social, cultural and political contexts is required.
