The Electoral Commission of Zambia seeks to recruit qualified and experienced Zambian nationals to fill the following position:

LEGAL OFFICER

REPORTING ACCOUNTABILITY

This is a middle management position reporting to the Manager Legal.

KEY RESPONSIBILITIES

  • Provides legal expertise in the interpretation and application of legislation to the Commission.
  • Provides advice on matters of law, jurisdiction, and policy.
  • Reviews legal implications in existing legislation and policies and recommends new legislation, amendments to existing legislation or policy.
  • Prepares statutory instruments and gazette notices as requested.
  • Coordinates with the Attorney General’s Chambers on legal matters of public interest related to the functions of the Commission.
  • Liaises with the Procurement Department under the supervision of the Manager Legal for the engagement of legal firms to represent the Commission on special assignments.
  • Provides necessary information and records to and monitors the performance of legal firms and counsel engaged to conduct litigation on behalf of the Commission.
  • Represents the Commission in court when necessary.
  • Supports the implementation of conflict management activities.
  • Provides support to the Finance Department for the recovery of debts owed to the Commission.
  • Monitors Commission activities and provides relevant advice to the Commission through the supervisor to ensure compliance with statutory requirements.
  • Undertakes research activities to generate new knowledge necessary to improve the legal performance of the Commission.
  • Prepares contracts between the Commission and suppliers of goods and services.
  • Provides secretarial services to assigned Committees.
  • Performs any other related duties that the supervisor may reasonably request form time to time.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

  • Full Grade 12 Certificate or equivalent with credits or better
  • Bachelor of Laws (LLB) degree.
  • Admission to the bar.
  • Possession of a valid practicing certificate.
