Position: Enterprise Facilitator

Project:  United Nations High Commission for Refugees– Integrated Livelihoods Project (UNHCR –ILP)  , Graduation Pilot Project

Reporting to: Project Coordinator

Location: Mayukwayukwa Refugee Settlement (1) Meheba Refugee Settlement (2)

Effective Date:  1st September, 2017

1.  Purpose:

The Enterprise Facilitators’ primary responsibility in the UNHCR-ILP Graduation Pilot is to mobilize refugee households to effectively participate in rural enterprise development initiatives so as to increase household incomes through expanded agricultural rural enterprise options and access to better financial services and products to meet their basic socio-economic needs. The Enterprise Facilitators will be responsible for implementation of project activities at field level and will therefore ensure that there is effective interface between the UNHCR – ILP  and its beneficiaries.

2.  Accountabilities & Responsibilities:

  • To support refugee households in the area of enterprise development by providing guidance, capacity building and mentoring
  • Assist with project inception activities including a market survey of the project area
  • To work with refugee households and mobilise them into Commodity Producer Groups (CPGs) around specific commodities;
  • To facilitate development of business plans by the Commodity Producer Groups to enhance production and business aspects of trading their identified commodities;
  • To promote small scale enterprise development from on and off-farm based income generation enterprises (e.g. crops, livestock, fish farming, grocery shops, bee keeping, barber shops etc.);
  • To train lead farmers and targeted refugee households in business skills and general enterprise development;
  • To carry out frequent field visits to project operational areas to offer on the spot technical support and mentoring in the areas of business management and general enterprise development;
  • To facilitate formation of village savings and loans associations
  • To write and submit activity reports on a regular and timely basis and contribute to project and organisational learning by documenting lessons learned.
  • Participate in conducting field assessments to measure progress against project indicators, in collaboration with the project M&E officer and SHA M&E officer
  • Participate in learning and knowledge sharing events relevant to the project and
  • Liaise with line ministry personnel and other partners in the delivery of project activities and represent SHA with stakeholders, implementing partners, donors and potential funders and beneficiaries
  • Implementation of other tasks from time to time as assigned by Project Coordinator or Head of Programmes

3.  Pre-requisites

In order to succeed in this role, it is expected that the applicants must have;

  • A good understanding and experience in promoting the concept of Farming as a Business amongst small holder farmers;
  • Demonstrate strong facilitation skills;
  • Excellent interpersonal skills and knowledge and understanding of local culture and unique refugee situation in the programme areas;
  • A valid motorbike riding licence;
  • At least a Diploma in the fields of community development, agri-business management, entrepreneurship or micro finance management;
  • Experience of implementing the Graduation Approach an advantage
  • A minimum of 5 years post qualification practical experience in similar programmes.

 

4.  Key relationships:

  • Refugee Officers and Refugee Registration Officers for their respective camps;
  • Agricultural facilitators with the programme;
  • Community Development Officers, under the Ministry of Community Development and Social Services;
  • Agricultural Officers under the Ministry of Agriculture;
  • Livestock, Fisheries and VET Officers under the Ministry of Fisheries and Livestock;
  • The private sector business community and other external stakeholders including established Micro-Finance Institutions and other NGOs working within the camps.

6.  Obligations:

It is expected that the applicants will;

  • Carry out these accountabilities within the operating and process frameworks that apply to the whole of Self Help Africa and the UNHCR;
  • Abide by all the set rules and regulations regarding the protection of People of Concern within the programme operational areas as outlined in the Convention and Protocol relating to the status of refugees;
  • Work together with all key stakeholders – line and functional to ensure UNHCR objectives, mission and vision are met;
  • Exemplify the Self Help Africa Standards of Integrity, Purpose & Values.
