Evaluation Consultants – Gendered Enterprise And Markets (GEM)


CONSULTANCY OVERVIEW

The GEM DFID AidMatch Project (June 2014-February 2018) in Zambia works within the soya and dairy value chains targeting women smallholder farmers in the Copperbelt Region. The project works with a combination of private sector, government, and civil society actors and supports improved public services, the development of new business models and improvements to linkages between smallholder farmers and small and medium agri-businesses.

Oxfam Zambia and Oxfam GB are recruiting two consultants to conduct the design, data collection and sensemaking phases of the Gendered Enterprise and Markets (GEM) Project. This consultancy does not include the data analysis or final report writing phases. Two consultants are required: a Qualitative Research Specialist and a Survey Team Coordinator. Proposals are invited from organizations and individual consultants who meet the profile described below. You may apply for just one position or a joint-proposal as a team of two consultants. The proposal should outline the consultant’s profile (including CV/resume), proposed management arrangements, and examples of previous work.

The assignment is expected to take approximately 30 days for each consultant between 14th August and 30thNovember. A detailed timeline is presented in the ToR.

PROGRAMME SUMMARY

Gendered Enterprise and Markets (GEM) is Oxfam GB’s innovative approach to market systems development. The GEM approach facilitates change in market systems and social norms, with the aim of ensuring more sustainable livelihood opportunities for marginalised women and men. In order to increase the impact, scale and long-term sustainability of Oxfam’s work with marginalised smallholders, the GEM approach integrates the organization’s expertise in three critical areas affecting enterprise and market systems development: smallholder power in agricultural markets; women’s economic leadership; and climate change adaptation and disaster risk reduction.

The GEM DFID AidMatch Project (June 2014-February 2018) in Zambia works within the soya and dairy value chains targeting women smallholder farmers in the Copperbelt Region. Project participants are expected to benefit directly from this programme through:

  • Increases in household income by 30% on average;
  • Having greater influence over key livelihood decisions, including the power to negotiate better terms of trade; and
  • Engaging in livelihoods more resilient to shocks such as natural disasters and market volatility.

The programme works with a combination of private sector, government, and civil society actors and supports improved public services, the development of new business models and improvements to linkages between smallholder farmers and small/medium agri-businesses.
