Expanded Church Response seeks to recruit a qualified M&E Assistant/Data Management personnel with skills in Management Information Systems to support the M&E department in implementing the Zambia Family Activity [ZAMFAM] Project in Lusaka and Copperbelt provinces.
M&E Assistant /Data Management
ROLE REPORTING RELATIONSHIP – M & E SPECIALIST
OVERALL RESPONSIBILITIES
The M&E Assistant/Data Management is responsible for all monitoring, evaluation and reporting activities under the ZAMFAM Project. S(he) supports the development of and management of the M&E Plan. The M&E Assistant/Data Management supports the development and maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. She/he conducts supportive supervisory visits to sub-grantees to observe, monitor, guide, and provide feedback on the use of data and indicators; analyze monthly data, and support training of Data Assistant personnel in quality assurance methods. The M&E Assistant/Data Management will support ZAMFAM M&E in timely collection and reporting of indicators to M&E Specialist, and partners, to ensure the effective evaluation of program. He/she will provide technical responsibility for the project’s extensive internal evaluation effort, at both the impact and process levels, and work closely with the M&E Specialist and other project staff and partners in ensuring the achievement of overall Project goals and objectives. This function will involve the application of M&E frameworks, performance-based result and process indicators, measurement methods, and periodic reviews to identify factors that facilitate and impede the program’s and its partners’ progress.
The M&E Assistant/ Data Management will serve as a Team Leader of the Data Assistant Technical Working Group, which will be comprised of ZAMFAM partners. The M&E Specialist will from time to time be part of these meetings.
SPECIFIC RESPONSIBILITIES
1. Management of the Data Assistants team
- Manage the Data Assistant Team (mainly M&E staff from partners organizations and field coordinators, Data Assistants), delineating their responsibilities by project specific in order to support programmatic activities of and ensure these are monitored and evaluated in a timely, efficient and effective matter
- Identify the M&E training needs of the Data Assistant team and work with the team and other collaborators such as GRZ/partners to plan and implement training that meets these needs
- Coordinate and provide refresher M&E training for program staff as needed
2. System Development
- Support the M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities
- Propose strategies to increase data use and demand amongst Program staff
- Support the review of the performance of existing management information systems to help identify potential modifications or resources.
3. Data Management and Analysis
- Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results
- Suggest ways to facilitate data collection and the flow of data within Program field teams
- Identify strengths and weaknesses in existing data collection and management systems and propose solutions
- Perform field visits to ensure the quality of data collected and to verify the accuracy of reported data
- Analyze changes and patterns in KPI indicator data and performance reports in order to make recommendations to Program staff
- Support the M&E Specialists in ensuring that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner
- Participate in program and project evaluations
4. Strengthening of the Program Monitoring System
- Coordinate, and in collaboration with the M&E Specialist, the USG, Ministry of Community Development, Mother and Child health and other partners, M&E needs and use, and reporting into the National OVC Database
- Facilitate the use of data at the local level to monitor the implementation of activities and their outputs through regionalization (in target districts) of the M&E to link monitoring and reporting with the national database and strengthen the overall data management system
- Regularly disseminate results and provide feedback to staff, partners and communities at the service delivery points.
5. Institutionalize documentation
- Support the documentation of best practices, success stories, individual case studies, and capacity strengthening.
6. Using the data to Improvement of Program Quality
- Participate in program meetings with key program staff from the organization, USAID, government and others to review the rate of implementation, identify programmatic challenges, review progress made against targets, and make any necessary adjustments to the schedule
- Participate in the formal review and re-planning process as and when necessary
- Participate in specifying indicators for which no targets have been set and for which baseline data is required will be further defined and baseline data will be collected, and comply with the project’s M&E Plan (and update this plan as necessary)
- Contribute to the National M&E Technical Working Group through active participation and the provision of Technical Assistance. Work closely with other key national, regional and international M&E partners including NAC, UNAIDS, and other.
QUALIFICATIONS
- Grade Twelve (12) Certificate
- Bachelors Degree in Development Studies / Sociology/Demography
- Diploma in Management Information Systems
- Certificate in M&E will be added advantage
- Three (3) years Experience in the same capacity with an NGO
- Ability to use Mac Book will be an added advantage
- Age: Must be 25 years and above
- He/ She must be a self-starter and mature
