JSI Research and Training Institute, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)-funded District Coverage of Health Services (USAID DISCOVER-H) Project.The five-year project, which will be led by JSI in collaboration with the Palladium Group, will support the efficient and effective control of the HIV epidemic, malaria, childhood illnesses, and unplanned pregnancies in order to reduce associated morbidity and mortality. The USAID DISCOVER-H vision is to improve the lives of Zambians by ensuring equitable access to and use of high quality health services and products at the district and community levels. Working towards this vision, USAID DISCOVER-H will develop and help sustain a health model that maximizes the relative strengths of the public and private (commercial and non-commercial) sectors, to deliver health products and services that reach all beneficiaries and consumer markets. Through a market-based approach, USAID DISCOVER-H will serve as a strategic partner and steward to the Government of the Republic of Zambia at national, provincial. and district levels in ensuring a conducive policy environment for a total market approach in service and product delivery; conducting and using market-based research to define market segments so that messages, services, and products can be appropriately targeted; and developing partnerships among and between various sectors to help grow and sustain the overall health market in Zambia and reach underserved populations and areas. JSI is recruiting for the following position:

Finance and Admin Officer

Primary Responsibilities

• Ensure that payments are made on timely basis following laid down financial regulation as per USAID and JSI policies governing payables
• Assist the Regional Director with the day -to-day financial and administration operations of the provincial office
• Provide financial management for the provincial office and manage petty cash float, assist with procurements analysis as required and general Admin and HR filling
• Submit monthly provincial reports to the Head Office in Lusaka for consolidation
• Submit monthly provincial cash flow projection to the Head Office in Lusaka
• Ensure that advances for the provincial are reconciled promptly in accordance with JSI policies
• Prepare monthly bank reconciliation and any other financial reports
• Accurately enter financial transactions in Quick Books in a timely manner
• Provide guidance to the entire team on charging relevant expenses to their respective codes and budgets tracking of both program and admin budgets
• Provide custody of office inventory
• Oversee the general administrative function of the office including maintenance, repairs, house-keeping, and ensure the security of the office, property and staff
• Supervise the drivers to adherence to responsibilities as per job description and JSI transport policy
• Ensure the senior driver carries out routine pre-operation checks on the provincial project vehicles
• Check vehicles log books on a regular basis and ensure fuel reconciliation is done bi-weekly and also manage in house trip planning
• Provide support in all training preparation activities taking place in the province

Qualifications and Skills

• ZICA,ACCA Part II/CIMA part II or equivalent with at least 2 years of financial and administrative experience
• Excellent verbal and written English
• Ability to take initiative and work as a part of a team
• Proficiency in Quick Books, Microsoft Word and Excel required
• Experience and knowledge of Zambia tax laws and experience working in an NGO preffered;and
• Financial and administrative experience with a USAID-funded project and knowledge of USAID rules and regulations required
