Action Africa Help Zambia

Action Africa Help International (AAH-I) is a regional African – led non-governmental organization that supports livelihood – challenged communities in East and Southern Africa to sustainably improve their well – being and standard of living. With Country Programs in South Sudan, Uganda, Zambia, Somalia, and Kenya, AAH-I has over 20 years ‘experience working with communities in conflict and post-conflict situations.

Action Africa Help Zambia (AAHZ) has partnered with the United Nations High Commissioner for Refugees (UNHCR) and the World Food Programme (WFP) to support refugees and former refugees in Zambia.

As part of that effort, AAHZ is seeking to recruit well qualified, experienced, and innovative individuals to fill the following positions tenable in Lusaka:

1. Finance and Administration Manager x 1

Position Type: Fixed Term Contract
Reports to: Country Director
Location: Lusaka, with at least 25% travel time to field locations
Supervises: Finance and Administration Officers

Job Purpose

The role of the Finance and Administration Manager will involve maintaining oversight of income, cash flows, accounting, and financial practices across AAHZ. That is, s/he is responsible for effective delivery of financial services, transparent utilization of financial resources, and management of the Country Office Finance Management Unit.

The incumbent will also be responsible for the preparation of financial reports, analyzing and interpreting financial rules and regulations, and providing solutions to a wide spectrum of complex financial matters.

Main Duties and Responsibilities:

As a member of the Country Senior Management Team

  • Participates in the formulation and implementation of the country strategic plan
  • Helps design or review and implement a coherent organizational structure that is consistent with organizational practices and appropriate to programme needs
  • Helps establish, maintain, and improve active and regular working relationships with government ministries and departments, donors, partner agencies, and other NGOs
  • Takes lead in Donor Budget development
  • Ensures compliance on all donor budgets
  • Maintains Country Office budget as approved by the board
  • To be involved in resource mobilization activities, as well as the development of strategies for the long-term financial goals of the organization.
  • Oversees satellite projects/offices
  • Oversees procurement and spending in the organization
  • Prepares bi-monthly reports to the Country Director and Heads of Departments on procurement plan, retirements, burn rate, financing risk
  • Ensures clean audits for all donors and institutionally

Programme Development and Implementation

  • Ensures that the required financial support to projects is provided promptly, at scale and in line with the agreed standard operating procedures
  • Ensures programme implementation staff are well vested and are effectively applying organizational policies and practices that result in successful financial and programmatic audit scores
  • Ensures preparation of timely and high quality institutional and donor reports

Monitoring & Evaluation and Learning

  • Supports Project Managers and coordinators to track and manage financial project milestones and deliverables, ensuring that goals are met and deliverables are provided on time

Humanitarian Response Management

  • Supports the Humanitarian Response Management (UNHCR Programme) through timely disbursement of the required funds

Staff Management, Mentorship, and Development

  • In collaboration with the HR responsible person, ensures that all staff are familiar with the organization’s policies

Minimum Required Qualifications

  • Bachelor’s degree in Business Administration, Finance, Accounting or related field
  • At least five (5) years of experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably in an NGO environment
  • At least three (3) years of senior-level work experience with donor-funded projects
