ORGANIZATIONAL SETTING
This position is located in the Financial Management Office within the Division of Programme Support.
RESPONSIBILITIES
Within delegated authority, under the direct supervision of the Senior Budget Officer or the Finance Officer and the general guidance of the Chief, Finance Management, the incumbents will be responsible for:
- Budget and Finance
- Providing support with respect to the review, analysis and preparation of regular budget and extra-budgetary proposals and revisions.
- Preparing supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
- Assisting managers in the elaboration of resource requirements and review of budgets.
- Undertaking research and providing support to higher level Finance and Budget Officers.
- Monitoring expenditures and comparing with approved budget.
- Reviewing requisitions for goods and services to ensure (a) that correct objects of expenditure have been charged, and (b) availability of funds.
- Assisting in the preparation and finalization of budget reports, analyzing variances between approved budgets and actual expenditures.
- Monitoring integrity of various financial databases.
- Verifying accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
- Coordinating with other finance and budget staff on related issues during the preparation of budget reports.
- Undertaking periodic reconciliation of accounts. – Reviewing requests from Divisions on redeployment of funds.
- Recording in IMIS system inputs on direct disbursement and miscellaneous document.
- Approving Security in IMIS for funding allotment, miscellaneous obligation, and travel advances.
- Reviewing data on monthly staffing complement including payroll expenditure.
General
- Keeping up-to-date on documents/reports/guidelines that have a bearing on matters related to regular budget and extra budgetary matters, ensuring compliance with audit recommendations and decisions as well as with United Nations policies and procedures.
- Drafting or preparing correspondence to respond to enquiries in respect to relevant financial and budget matters. – Maintaining and keeping up-to-date files.
- May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
- Performing other related duties, as assigned.
ELIGIBILITY CRITERIA
EDUCATION: Completed secondary education. Training in the field of accounting or finance, highly desirable
WORK EXPERIENCE: A minimum of seven years of experience in finance, budget, accounting, administrative services or a related area.
LANGUAGES: Advanced knowledge of English. Working knowledge of French or Spanish is desirable.
KNOWLEDGE AND SKILLS: Advanced skills in Excel. Strong skills in data analysis and preparation of financial reports.
DESIRABLE KNOWLEDGE AND SKILLS: Experience using the financial module of IMIS or another accounting software. Knowledge of International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS). Experience in assisting in the implementation of ERP systems.

TERMS OF SERVICE
Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.
INDICATIVE ANNUAL SALARY AT THE G-6 LEVEL
Annual Salary (net of tax) CHF 82,248 at single rate, with annual increments subject to performance.
