Job Description

Job Title: Finance Director
Department/Unit: Finance / Administration
Location: Lusaka, Zambia
Duration: Full-Time position
Reports to: Deputy Chief of Party, Finance & Administration

Background:

The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365 and PharmAccess.

Position Description:

JSH seeks a dynamic and highly experienced candidate for the position of Finance Director to be based in Lusaka, Zambia. The position oversees all financial functions and reporting of USAID ZAM-Health financial activities in Zambia, working closely with the Deputy Chief of Party for Finance and Administration (DCOP-F&A), finance team members in Lusaka and regional offices, and other project teams. S/he will ensure that the financial systems, policies and procedures and internal controls are in place and comply with donor rules and regulations, laws of Zambia and JSH policy and procedures. This position will report to the DCOP-F&A and help in achieving the project’s goals and objectives and will be part of the SMT.

Roles and Responsibilities:

  • Responsible for overall oversight and reporting on all financial affairs of the project throughout all Regional project offices (Copperbelt, Southern, and Central), in line with project objectives.
  • Responsible for all local sub-grantee-related activities from assessments, trainings, award preparation, compliance, financial monitoring and closeout.
  • Implement and monitor effective financial management systems and rigorous internal controls to ensure that all financial reporting is accurate cost-efficient and transparent, ensuring compliance with USG rules and regulations, JSH policy and local laws at all times.
  • Responsible for monthly tracking of program budget according to the costed work plan. Monitor and track project income and expenditure against budget and regular updating of projections.
  • Assist with the preparation of annual statutory audit preparations or reviews as stipulated by the donor.
  • Prepare and present financial analysis to guide senior management and program planning as well as donor requirements (including PEPFAR expenditure analysis).
  • Supervise the Finance Manager and Regional Finance and Operations Manager in Kitwe and provide oversight to all project finance staff to ensure quality and timely reporting and adherence to deadlines.
  • Understand the technical components of the program in order to appropriately guide staff with budgeting and approvals for technical activities
  • Collaborate with the all Directors and Senior Management Team (SMT), to ensure coherence between programmatic activities and financial provisions;
  • Play a key role in the preparation of the annual PEPFAR ER report and ensure that expenditure is tracked accordingly.
  • Participate actively in ensuring that appropriate design, implementation, and management of financial systems are in place.
  • Monitor financial program at central and regional levels to ensure appropriate design, implementation, and management of financial systems;
  • Review and approve monthly projections, cash flow and wire requests to home office in coordination with regional finance offices to ensure availability of funds for program activities at all times.
  • Ensure that the monthly close-out of program accounts is completed correctly and on schedule by all finance staff;
  • Monitoring of cost recovery products and tracking all sales or program income
  • Ensure a culture of compliance and monitor and supervise internal audits and compliance checks, implement corrective action plans and act as the audit focal point for JSI/Boston based audits;
  • Ensure compliance with ZRA, NAPSA and other statutory returns at all times.
  • Assist the DCOP – F&A and the COP with daily program management, contributing to program decision-making by providing input on financial status of the Project.
  • Implement and adhere to JSH’s personnel, financial, operations and fraud management policies.
  • Travel to regional offices as needed.
  • Perform other duties as assigned by the DCOP – F&A or other senior staff.

Qualifications:

  • Bachelor’s in finance, accounting, business, economics or related field with a minimum of 10 years’ direct work experience in financial, grants or contracts management in Zambia with senior-level responsibility for project administration and finance. Master’s degree preferred.
  • ACCA/CIMA equivalent
  • Demonstrate leadership skills with at least 8 years of experience in financial management position preferably with an USAID funded project;
  • In-depth knowledge of USAID financial management rules and regulations, and reporting required.
  • Knowledgeable with basic accounting packages;
  • Superior attention to detail; organizational skills; planning skills; problem-solving skills; analytical skills and critical thinking skills
  • Excellent verbal and written English.
  • Proven record of systems strengthening and internal controls
  • Ability to take initiative and work and lead teams.
  • Exceptional computer skills, particularly in Microsoft Excel, and substantial experience using commercially available accounting software programs
  • Demonstrated ability to lead, build teams, whilst maintaining relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably
  • Member of ZICA

Supervision and Reporting:

This position will work under the guidance and supervision of the Deputy Chief of Party, Finance & Administration.
