Through local, national, and global partnerships, Ipas works to ensure women can obtain safe, respectful and comprehensive abortion care; including counseling and contraception to prevent unintended pregnancies.
Responsibilities
- The Finance Manager in Zambia is a key member of the management team and is responsible for the fiscal management, financial reporting, and strategic support of the Zambia office
- This includes the preparation of the Zambia office financial reports to include financial reporting and analyses, donor reporting, budgeting, auditing and supervision of finance and accounting staff in the Zambia office
- Financial Management and Reporting
- Manage the Zambia office finance team by ensuring timely and accurate processing of financial transactions as well as timely reporting and submission of financial reports to the NC office, donors, and other external agencies
- Ensure all financial transactions are accurately and consistently entered into Vega and posted timely
- Ensure supporting documents are complete, signed, and filed for each financial transaction
- Train staff on changes regarding the accounting system, new government rules and regulations, donor stipulations, and other reporting requirements
- Ensure compliance with Ipas SOPs and coordinate with the NC Finance Unit in the implementation of new policies and procedures
- Maintain complete and accurate financial records for Ipas Zambia
- Ensure the records are properly and adequately safeguarded
- Review the reconciliations of Balance Sheet accounts and make sure to obtain the necessary approvals
- Perform the overall review of monthly financial reports and provide feedback to the country office management
- Share the review notes of with the regional finance advisor
- Oversee all internal or external and statutory audits and ensure timely submission of all documents requested by the auditors
- Provide responses to all finance related questions from the NC office and when necessary, consult with the Country Director and or Ipas NC to answer donor queries
- Oversee the management, proper tracking, and safeguarding of Ipas Zambia properties and assets
- Manage all local banking relationship and signatories
- Compliance
- Ensure payroll is processed according to Zambian labor laws
- Provide technical support to partner organizations with emphasis on compliance with Ipas financial reporting requirements and local laws and regulations
- Ensure Ipas Zambia is in compliance with local tax laws and regulations
- Ensure audit correction plans are prepared to address all internal or external and statutory audit findings
- Ensure corrective action plans are fully implemented per the established timeline for completion of each task
- Budgets and Planning
- In charge of budget preparation, monitoring, implementation and reporting
- Perform a budget versus actual review or analysis and provide feedback to the country management team on a monthly and quarterly basis
- Assist the Zambia technical and program teams to develop the annual budget, consistent with annual strategic plans and project budgets for donors
- Ensure that all budgets are accurate and submitted in a timely manner
Qualifications
- Bachelor’s degree in related field
- Eight years’ relevant experience with an international NGO or organization providing project financial management, financial controls, accounting, payroll, and audits as well as reporting accruals, pipeline, and expense validation and reimbursement to service providers
- Sound knowledge of accounting principles and techniques, local and national tax laws
- Experience managing large grants, funds, and budgets
- Prior supervisory experience required
- Demonstrated experience working in environments meeting multiple deadlines
- Strong computer skills with knowledge of accounting software, database software, and Microsoft Office
- Strong communication, presentation and analytical skills
- Ability to work in a diverse environment
- Willingness to travel and work additional hours when needed
- Fluency in written and spoken English additional language is a plus
- Advanced degree in accounting, finance, or business, commerce or other related field
- A CPA or ACCA certification is desired
