Nathan is implementing the USAID Zambia Revenue for Growth Activity (R4G), which is supporting the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic revenue mobilization to expand the fiscal space for public spending and investments in service delivery and poverty reduction. R4G is a three-year project (with two option years) and has the following four objectives:

  • Improve Tax Administration;
  • Strengthen Tax Policy;
  • Enhance Public-Private Dialogue; and
  • Address other Emerging Fiscal Policy and Management Priorities.

Position Summary:

Nathan is currently seeking a Gender Equity & Social Inclusion (GESI) Specialist for the USAID Revenue for Growth Activity in Zambia. The GESI Specialist will be responsible for the design and integration of gender and social inclusion interventions into project activities. This will involve: ensuring project implementation integrates GESI throughout the project life; liaising with government partners, project stakeholders and other donor-funded projects in the public financial management space on GESI-related issues; monitoring GESI-related project indicators; and providing GESI training to stakeholders and staff, as necessary. Preference will be given to local applicants. The GESI Specialist reports directly to the Chief of Party. This position can be part- or full-time, depending on the needs of the project and the desire of the successful applicant.

Key Responsibilities:

  • In collaboration with the Chief of Party and technical advisors, provide leadership and guidance on a GESI strategy for the project;
  • Collaborate with technical staff, government partners and project stakeholders to integrate GESI concepts into the design and implementation of project activities;
  • Provide technical support and oversight to advisors who will conduct a GESI analysis;
  • Draft text on GESI activities for inclusion in project reports;
  • Ensure that teams are collecting sex- and age-disaggregated data and use gender sensitive data collection methods in order to understand and respond to program results; and
  • In collaboration with other technical experts and under the guidance of the Chief of Party, identify successful project gender interventions, lessons learned and policy recommendations that can be used to showcase the project in publications, at conferences or other events.

Qualifications & Skills:

  • Bachelor’s Degree required (Master’s preferred) in gender studies, sociology, economics, business administration, or a related field required;
  • Five (5) years or more of progressively responsible experience integrating gender and social inclusion into project activities;
  • Understanding of the socio-economic situation in Zambia as it relates to GESI programming;
  • Understanding of USAID’s GESI strategy;
  • Excellent verbal and written communications skills;
  • Ability to maintain productive relationships with a diverse set of key stakeholders and staff;
  • Experience working with USAID-funded projects strongly preferred; and
  • Knowledge of taxation in Zambia is preferred.
