The Government of the Republic of Zambia has received financing from the African Development Bank toward the cost of the Skills Development and Entrepreneurship Project – Supporting Women and Youth. The Project has facilitated the construction of Industrial Yards, provide support to Cassava Value Chain development and strengthen Business Development Services (BDS) in target districts of Zamia. The Commission now invites suitably qualified applicants for the position of Gender Specialist for the Skills Development and Entrepreneurship Project – Supporting Women and Youth.

GENDER SPECIALIST (1 position)

Duties and Responsibilities

Duties and Responsibilities

Measurable Performance Criteria to be evaluated annually based on Evidence

The Gender Specialist shall ensure that gender is mainstreamed across the project, including training materials, monitoring, operations, policies and procedures, and design activities, particularly aiming to increase women’s incomes and decision-making capabilities;

Level of gender mainstreaming in all areas listed as measured by data collected on the ground and analysed by supervisor

The Gender Specialist shall assist in the design of gender-sensitive capacity-building training for project staff and value chain stakeholders that encourages gender equality, women’s empowerment, and equitable participation in and benefit by women, men, and youth
Number of gender-sensitive capacity trainings conducted and number of participants trained

The Gender Specialist shall review and provide input to project work plans, with attention to gender dimensions of technical activities and operations, and discuss gender issues and priorities with CEEC and other technical specialists;

Quality and timeliness of review and inputs provided as assessed by the supervisor

The Gender Specialist shall provide guidance on the use of performance indicators and evaluations, with the intention of reflecting progress toward gender equality outcomes and impacts throughout the life of the project

Attainment of gender equity in all activities of the project as verified by collected data from the field.

The Gender Specialist shall assist in the design of gender analyses to: (a) assess gaps between men and women in the target project areas, (b) provide recommendations on empowering leadership and expertise of women and devise strategies for meeting their needs

Quality and timeliness of gender analysis conducted to support project implementation;

Level of implementation of recommendations formulated

The Gender Specialist shall establish gender disaggregated information requirements for data collection activities and reports, and highlight gender based constraints and issues.

Quality of gender-dissagregated data collected and analysed and effect in achieving the projects gender development objectives

QUALIFICATIONS AND SKILLS

  • Grade Twelve (12) Certificate
  • Degree in Gender Studies, Sociology, Economics, Agriculture Economics or related field
  • Five (5) years or more of progressively responsive work experience demonstrating experience conducting youth and gender analysis and gender integration projecting
  • Strong negotiation, communication and effective reporting-writing skills
  • Demonstrated experience in evaluation design, field data collection, data management, and data analysis is required, as is experience with both qualitative and quantitative methodological techniques
