Ministry Of General Education is currently implementing the Keeping Girls in School Initiative, component of the Girls Education and Women Empowerment and Livelihood (GEWEL) Project in which 14 000 Secondary School going girls in extremely households would be provided with bursaries to cover the cost of their secondary school fees by the end of the project year. Beneficiaries are drawn from households Districts currently benefitting from the Social Cash Transfer.
The Ministry is currently in the process of developing a KGS MIS t0 manage all KGS data with capabilities to identify beneficiary girls. enroll and manage payment of school fees to schools including payment reconciliation, school attendance,  case management, grievance procedures, and redressal as well as management reporting.
Applications are invited from suitably qualified and experienced candidates to fit into the position of an IT Specialist — Keeping Girls in School.
IT SPECIALIST – KEEPING GIRLS SCHOOL
  • In the absence of KGS MIS, develop new strategies and IT procedures to increase efficiency, enhance workflow and improve project implementation
  • Support development of, manage and maintain MIS the (to be determined) platform for M&E reporting which be managed by the KGS ICT personnel
  • Regularly process and upload data onto the database as necessary
  • Through the use of MIS systems, manage the electronic identification of beneficiary girls, enroll,  payment of school fees to schools including payment reconciliation, beneficiary school attendance, case management, grievance procedures and redressal as well as management reporting
  • Assist with installation of new hardware and software and help train employees on its use
  • Working together with project district staff, manage emails from District, compile and summarise reports from Districts to make the payment of fees more efficient
  • Oversee data entry and IT at levels and supervise district data entry officers
  • Generate periodic reports and analyses using the MIS on data collected from the field
  • Regularly update the database
  • Support the piloting of innovation in mobile information technologies by the MIS, M&E and broader KGS team such as the of tablets, and assist with roll out as deemed feasible by the Project Coordinator
  • Work together with project staff to design M&E surveys and collection methods
  • Organize information by studying, analysing, interpreting, and classifying data
  • Prepare reports by collecting, analysing, and summarizing information
  • Participate in regular project review meetings
  • Maintain historical by documenting system changes and revisions
  • Maintain client confidence and protects operations by keeping information confidential
  • Contribute to team effort by accomplishing related results needed
  • Maintain database by entering data.
  • Provide useful advice to KGS MIS development consultants
  • Perform troubleshooting and research toward the resolution of technology related problems
  • Clean computer equipment and peripherals
Minimum Qualifications and Experience
  • University Degree in Computer Science, Information Technology, Database Development or
    Equivalent
  • School Certificate with five (5) credits or better including English and Mathematics
  • Minimum five (5) years of relevant graduate in the communications and information technology field, including the operation of an effective management information system (MIS)
  • In-depth knowledge of computer languages and systems development methodologies
  • Demonstrated skills in relational database application design and programming.
  • Demonstrated quantitative and qualitative analytical skills and ability to organize and train project on information
  • Computer literacy in systems administration and networking are an added advantage
  • Experience in MS Windows, statistical packages, and other standard IT applications.
  • Knowledge of data flow diagrams and other accepted design techniques;

Reporting to:
Contract Duration: 12 months with the possibility of
Lusaka with frequent travel to the project districts and elsewhere as required
