The Road Transport and Safety Agency (RTSA) seeks innovative and dynamic individuals to fill the vacant position published below. The Agency recently launched its three-year strategic plan (2019-2021) with a focus on attaining service excellence as it executes its mandate of road safety and transport management. The Agency also seeks to increase the effective collection of revenue on behalf of the Government. The vacant position are as follows.
HEAD HUMAN RESOURCE & ADMINISTRATION – RTSA2 (1 POSITION)
Purpose of the job
The Head Human Resources and Administration will strategize, manage, and continually refine the Agency’s HR needs to improve efficiency in executing its mandate. Reporting to the Director & CEO, the job holder shall be responsible for the governance of HR and administration functions. The job holder shall also develop and implement policies relating to the effective use of personnel and assets within RTSA.
Specific duties and responsibilities
- Ensures the effective recruitment and management of human resources through training and staff development programmes for all Agency employees to provide the Agency has the best talent;
- Ensures that the terms and conditions of service for the Agency’s employees are implemented and that employees are properly rewarded for their services to the Agency;
- Prepares and submits periodic performance reports to the Board of Directors to enable and guide them to make timely and quality decisions to achieve set objectives;
- Maintains good working relationships with the local Union officials and with the local labour and other government/ civil officials to facilitate communication with employees on matters affecting them and to gain their confidence and trust in the Agency’s treatment of employees.
- Ensures development of new infrastructure and maintenance of existing RTSA installation and estates in order to improve the work environment.
- Ensures effective utilization of Agency sectional transport for the mobility of staff and transportation of materials/ equipment as necessary.
- Ensures the good image of the Agency is portrayed to the general public through an effective system of information dissemination and public relations.
- Ensures that the RTSA properties are protected;
- Oversees the management of transport including maintenance, repairs and licensing;
- Ensures the provision of utility services at all RTSA stations;
- Performs any other duties as may be required by the Director & CEO from time to time.
Educational Requirements
- Bachelor’s Degree in Human Resource Management, Public Administration or equivalent;
- At least eight years of work experience in Administration, developing and implementing HR interventions;
- Experience policy interpretation, implementing business process improvements and HR management initiatives yielding performance improvements; and
- Master’s Degree in Human Resource or Public Administration.
Required Skills
- Leadership – Set the direction for the entire department, providing guidance and mentorship to employees, and taking responsibility for overall performance;
- Transportation sector expertise – Knowledgeable about sector trends, supply chain processes, best practices, and compliance requirements;
- Organizational – Drive tasks from start to finish and assign responsibilities, keeping track of several processes at once and making sure that deadlines are met;
- Communication – Must be excellent, well-rounded communicator adept at making presentations and stakeholder facilitating meetings;
- Excellent written and oral communication skills, executive communication skills;
- A relentless problem-solver seeking innovative ways to improve safety strategies and processes;
- Experience in talent management a must; and
- Professional affiliation to the Zambia Institute of Human Resources Management.
