The Road Transport and Safety Agency (RTSA) seeks innovative and dynamic individuals to fill the vacant position published below. The Agency recently launched its three-year strategic plan (2019-2021) with a focus on attaining service excellence as it executes its mandate of road safety and transport management. The Agency also seeks to increase the effective collection of revenue on behalf of the Government. The vacant position are as follows.

HEAD INTERNAL AUDIT AND RISK MANAGEMENT -RTSA 02 (1 POSITION)

Job Purpose

The Head Internal Audit will strategize, manage, and continually refine the Agencys fiduciary environment to improve the safeguarding of assets and other resources and enhance service delivery. Reporting to the Director and CEO – Administratively and functionally to the Chairperson – Audit Committee, the Head Internal Audit will lead audits of the Agency’s internal systems, procedures and operations in order to safeguard assets, strengthen controls and checks, improve the quality of information, ensure compliance with the legislative and regulatory framework and enhance efficiency. Additionally, to address risk within RTSA, the Head internal Audit will oversee the work of Risk

Specific duties and responsibilities

  • Works with the Chairman and Audit and Risk Committee of the Board in planning and organizing the activities of Internal Audit including:
  • Preparing an annual audit plan which fulfils the responsibility of InternalAudit;
  • Scheduling and assigning work to meet completion dates; and
  • Estimating resource costs.
  • Examines records maintained by various Agency departments/sections to ensure proper recording of transactions and compliance with established procedures and systems;
  • Inspects accounting systems to determine their efficiency and effectiveness;
  • Reviews records pertaining to material assets such as equipment, buildings and manpower to determine degree of utilization;
  • Analyses data obtained for evidence of deficiencies in controls, duplication of effort, extravagance, fraud or tack of compliance with established systems and procedures;
  • Prepares reports on audit findings. with Agency management at all levels and the
  • Audit Committee of the Board of Directors, as necessary, to discuss audit plans and results and make recommendations to resolve audit findings requiring corrective action;
  • Conducts special audit exercises for management aimed at detecting frauds and thereafter develops controls for their prevention;
  • Checks and certifies payments initiated by the Agency Accountants to ensure that such payments are duly approved and that they are in accordance with the Agency’s
  • procedures;
  • Coordinates coverage with external auditors; and
  • Coordinates the overall risk management process for the Agency;

Educational Requirements

  • 10 years post qualification experience in auditing;
  • A member of the Zambia Institute of Chartered Accountants (ZICA); and
  • Master’s degree in Accountancy and full professional qualification such as ACCA or CIMA.
