PSI Zimbabwe is a registered Trust working hand-in-hand in partnership with the Ministry of Health and Child Care (MOHCC) and a network of local implementing partners. PSI/Zimbabwe is a complex platform implementing programs in HIV Prevention, Treatment, Care and Support; Sexual and Reproductive Health; Malaria Prevention and Control, and Child Survival. In addition to male and female condom social marketing, the HIV program includes large scale testing and Counseling, Voluntary Male Circumcision, ART provision and post-test support services – all increasingly integrated with sexual and reproductive health services including family planning and cervical cancer screening. 1. Head Of Monitoring And Evaluation-Head Office
Reporting to the Director Research, Metrics and Information Systems, the Head of Monitoring and Evaluation is responsible for staffing and managing the M&E Unit and budget, for guiding the design and execution of all program performance and monitoring plans, and for leading the conceptual design, implementation and maintenance of cost-efficient and integrated data flow systems through the organization – from indicator identification/definition, through data capture, cleaning, analysis and reporting. S/he develops and enforces platform-wide M&E guidelines to guide data capture and flow across the organization, consolidates donor and headquarters reporting, and develops/implements systems for ensuring data quality at all levels. This position stays current with external reporting systems and requirements (such as the USAID MER definitions and DATIM system), including routine reporting to donors and headquarters and periodic reports such as annual expenditure analyses. S/he is ultimately accountable for providing program teams and PSI/Z management with accurate, cost effective and timely program data and dashboards to inform programmatic decision-making. S/he is responsible for building the capacity of institutions supported by PSI/Z; and for representing PSI/Z’s M&E functions at national-level forums.
Essential Functions
- Support all program areas with logical framework and performance monitoring plan development in line with donor requirements such as USAID MER.
- Working hand-in-hand with platform Research and IS teams, lead design, implementation and maintenance of innovative electronic and paper-based MIS systems for collecting, capturing, securing, analyzing and reporting all routine program data – including design and implementation of consolidated platform DHIS2 system configuration to consolidate clinical, product and BCC data emerging from various existing paper-based and electronic data capture systems.
- Link routine program data with geospatial data to inform program analysis and decision-making.
- Build capacity of program staff to conceptualize, collect, analyze, interpret and disseminate MIS data for real-time programmatic decision-making; build confidence of the program team in the quality and accuracy of the centralized data management system.
- Oversee accurate and timely reporting of quantitative program indicators to donor reporting systems (such as USAID DATIM) and to headquarter reporting systems.
- Guide the design and implementation of data quality assurance procedures and trainings to ensure accurate and consistent data collection among PSI field teams and partners; facilitate PSI/Z participation in external data quality audits and implementation of follow-up corrective action plans.
- Participate in program evaluations and assessments, preparing timely and accurate inputs.
- Support M&E related capacity building to local implementing partners and other institutions supported by PSI/Z as well as PSI/Z staff as appropriate.
- Represent PSI/Z to high-level GoZ and Donor stakeholders and in high-level external forums at national level, such as M&E Technical Working Groups; stay current with international and local best practices, donor and GoZ requirements and make adjustments to platform M&E system accordingly.
- Manage M&E department staff and budget, including setting annual MBOs, conducting periodic performance reviews, providing regular coaching and staff development opportunities.
- Assist with fundraising and proposal development and contribute to platform strategic planning.
Minimum Qualifications
- Master’s Degree in Public Health, Statistics, Population Studies.
- 10 years of relevant M&E experience, including minimum of 5 years in the supervisory position preferably in leading system design and configuration.
- Demonstrated experience at the national or international level informing monitoring and evaluation system design and implementation.
- Familiarity with GoZ and USAID Strategic Information approaches and systems, including USAID MER and Datim and GoZ DHIS2-based HMIS.
- Demonstrated experience working with and leading configuration of statistical software and web-based management systems and databases systems such as Ms Access, SQL, DHIS-2 and GIS, as well as working knowledge of statistical programs such as SPSS, STATA or EPilnfo.
- Strong management and co-ordination skills, and experience on technical project implementation.
- Willingness to travel outside Harare.
- Excellent English language written, verbal and inter-personal communication and presentation skills.
