Operation Eyesight Universal is an international development organization dedicated to eliminating avoidable blindness. Since our work began in 1963, we have brought sight-saving treatment to more than 35 million people. Today our work is focused on Zambia, Ghana, Kenya, Nepal and India – places where blindness can be deadly, especially to those who are very young, old or poor.
We work in partnership with medical professionals and community development teams, building essential resources that give all people, including the poorest, access to the eye care services they need. Our focus on high-quality, comprehensive eye care ensures sustainable service for entire communities, with long-lasting results.
In Zambia, we work in close cooperation with the Government, premier eye hospitals and other agencies with particular focus on:
  • Elimination of Trachoma through effective implementation of SAFE strategy
  • Human resources development in the eye health sector
  • Infrastructure development – promote and strengthen secondary and tertiary eye care facilities
  • People’s empowerment in elimination of avoidable blindness
We are currently looking for a suitable candidate to work closely with the Country Manager – OE Zambia and assist him in overall management and delivery of programme being implemented across the country.  This position carries a very attractive salary to match with current market rates. Job Purpose
To work closely with the Country Manager and be the key driver for Operation Eyesight’s interventions in Zambia
Key Accountabilities
  • Successful implementation of Operation Eyesight’s approach to elimination of avoidable blindness comprising a set of protocols and standard operating procedures for hospital partners and community empowerment leading to significant decline in prevalence of avoidable blindness in OE’s geographic areas of interventions.
  • Ensure cost effective utilization of programme resources while adhering to established standards and guidelines.

  • Annual operating budget:  Up to CAD 1.5 million
Organization
The position reports to the Country Manager, Zambia and will have a functional reporting relationship with the International Programme Coordinator.
Primary Responsibilities
A.    Programme Management
  • Be the budget holder for all the programmes activities of OE Zambia under the supervision of the country manager
  • Plan, implement and manage all the projects as per approved country annual plan/ proposals/ donor agreements
  • Support the country manager in efficient management of all the resources of the country programme, which among others includes budget utilization, tracking and monitoring
  • Ensure timely submission of country programme and project progress reports (narrative and financial) to the HO and donors
B.    Planning and Budgeting
  • Participate actively in the formulation/ review of Country Programme Strategy
  • Contribute towards development of OE Zambia annual business plans and budgets
  • Prepare quarterly, semi-annual and annual work plans and budgets in coordination with partner organisations
  • Develop project proposals
C.    Capacity Building
  • Build capacities of partner hospitals and project teams based on the results of training needs assessment
  • Provide technical advice/ support to partners and project teams
D.    Implementation, Monitoring and Reporting
  • Prepare implementation and monitoring plans and deliver results as per approved plans for all the projects
  • Conduct on-site monitoring visits regularly to ensure objectives are being met
  • Ensure all information with regards to progress and development of the partners is captured in the appropriate formats and shared with HO and donors as per agreed timelines
E.    Communication
  • Liaise with HO and support development of communication material to meet country programme needs
  • Share case stories and photographs with HO periodically
F.    Research and Advocacy
  • Undertake operational research studies in collaboration with HO
  • Represent OE in key meetings at national level

Working Conditions and Job Requirements
  • Frequent travel to project locations
  • Extended working hours to accommodate head office hours or work
  • Act as an ambassador for OE in a variety of professional and social settings
Person Specification
The role of the Head – Programmes, Zambia requires an experienced, energetic and result orientated individual, with a record of demonstrated expertise preferably in the NGO sector.
  • Five to eight years of experience with main responsibility covering all areas of project management
  • Three to five years in mid-level leadership role
  • Experience of working in multi-cultural and multi-specialisation teams and demonstrated expertise in coordination and organisational skills
  • Expertise and experience in developing project proposals and project budgets
  • Good understanding of and skills pertaining to community development
  • Good IT skills including MS Office
  • A strong empathy with the cause of elimination of avoidable blindness.
  • Excellent verbal and written communication skills including report writing and presentation skills
  • Excellent interpersonal and time management skills
  • Self-motivated and a self-starter
  • Good understanding of financial management and accounting principles
  • Post graduate degree in Public Health or Social Work or Management Studies or any relevant subjects. However, long years of experience of working in development sector and demonstrated expertise in the above may qualify candidates for the position despite  not having the post graduate degree
  • Willingness and flexibility to spend substantial time away from home, in the countries of Operation Eyesight’s interventions in Africa and Asia
