The Higher Education Loans and Scholarships Board (HELSB) was established by the Higher Education Loans and Scholarships Act No. 31 of 2016 to provide for the granting, administration, investment, payment and recovery of loans; provide for the administration and granting of scholarships: facilitate the mobilization of financial resources for loans and scholarships; and provide for matters connected with or incidental to the foregoing, in fulfilling its mandate, HELSB wishes to fill the following positions.

Successful candidates will be expected to demonstrate high levels of requisite competencies.

Deputy Director –  Finance

Job purpose

To manage the financial resources of the Board and implement the overall investment strategy in order to ensure accountability and financial viability of the fund.

Knowledge and Skills Requirements

a) Minimum Primary/Secondary Education:

• Full Grade 12/Form 5 Certificate

b) Minimum Vocational/Professional Qualifications:

• Master’s Degree in Business Administration or equivalent

c) Minimum Relevant Pre-Job Experience:

• 8 years work experience with 3 years at senior management level.

d) Communication Skills:

i) Written Skills

Excellent communication skills as the job entails writing technical and analytical reports.

ii) Oral Skills

Able to communicate effectively in English as the job entails high-level interaction With a diverse audience.

e) Other Skills or Attributes

Analytical skills, Managerial skills, Leadership skills, Interpersonal skills, Negotiation skills, Tact and diplomacy, Integrity
