Jhpiego invites applications for the following positions for an upcoming Department of Defence (DOD) funded HIV/AIDS prevention, care, and treatment project.  The project’s goal is to achieve HIV epidemic control by supporting the Defense Force of Zambia (DFZ) to achieve and sustain UNAIDS 95-95-95 targets and at least 90% VMMC coverage for members of the DFZ, their families and the civilian communities they serve.

HIV Care and Treatment Technical Officer (5)

Location: Chipata, Ndola, Lusaka, Kabwe & Kasama           

Reports to: HIV Care and Treatment Team Lead

PURPOSE:

To be responsible for the provision of technical support for HIV/AIDS Care and Treatment activities for the Defence Force of Zambia (DFZ) facilities at the district level in the province.  S/he will work in collaboration with the Field Office Manager, DFZ, Provincial Health Office, District Health office and other implementing partners in implementing HIV/AIDS Care and Treatment including TB/HIV and Cervical cancer services.

Responsibilities:

  • Work with the DFZ to implement and manage quality HIV Care and Treatment services
  • Ensure project coordination   with respective Military units in the Province to promote buy-in and support for HIV/AIDS Care and Treatment services
  • Provide technical support in HIV care and treatment to supported sites in the assigned provinces
  • Work with Site Care and Treatment Provider, facility in-charge and other stakeholders to develop QI plans with time-bound benchmarks for performance and improved customer care
  • Provide training and use LDHF and ECHO/eLearning platforms to build skills and promote behavior change
  • Cluster facilities to share experiences for improved transparency, accountability and recognition
  • Document best practices from supported sites and support M&E team in continuous quality improvement
  • Conducting regular supportive visits and on–site technical support and ensure corrective feedback
  • Support capacity building at provincial level, and training and mentorship of site level staff
  • Support the general case identification, linkage, initiation and viral suppression whilst on ART
  • Support continuity of services in PMTCT, TB/HIV, cervical cancer and other HIV related services
  • Actively participate in relevant technical meetings at Provincial and district level
  • Support the scale up of differentiated models of service delivery to optimize service delivery, increase ART retention, and improve quality
  • Support monitoring the retention of patients initiated on ART to identify and address losses to follow-up
  • Train, mentor and provide supportive supervision to community-based lay workers working on the project
  • Ensure quality interventions are implemented by Community based lay workers and other Community-based organizations working on the project
  • Train, orient and mentor HIV providers for HIV services
  • Conduct data analysis and interpretation to support decision making at every level
  • Ensure data review meetings are done as planned
  • Ensure Monitoring, Evaluation and timely reporting to Jhpiego Central Office in Lusaka
  • Contribute to annual work planning, training plans, and quarterly reports and other required technical reports

Qualifications:

  • Degree/ Diploma in Clinical/Medical Sciences, Medical Licentiate OR Nurse Practitioner
  •  5-6 years’ project management experience in HIV service delivery, care, and treatment programs with in-depth understanding of the local health system.
  • Masters’ Degree in Public Health will be an added advantage
  • Ability to work in a team
  • Strong interpersonal communication skills
  • Demonstrates presentation and oral communication skills
  • Proficiency in Microsoft Office 365 suite
  • Familiarity with PEPFAR programs, policies and regulations is desirable
  • Membership in Health Professions Council of Zambia or General Nursing Council of Zambia with Valid practicing license
