Department Overview
The USAID-funded Zambia Community HIV Prevention Project (Z-CHPP) supports the Government of Zambia to reduce new HIV infections through increased adoption of high impact HIV services and protective behaviors among at-risk populations, using evidence-based and locally owned solutions and in close partnership with a range of local Zambian organizations and institutions.
Position Purpose
The Human Resource Officer is directly responsible to and supervised by the Director of Finance and Operations, Pact Zambia. He/she will be responsible for developing, maintaining, and enhancing the organization’s human resource policies, planning, implementation, and evaluation of employee relations, programs, and practices.

Specific Duties:
Advise managers on organizational policy matters, such as equal employment opportunity, local labor laws, sexual harassment, and recommend needed changes.
Ensure the organization’s policies and human resources procedures are in compliance with donor’s and Zambia’s legal requirements.
Serve as a link between management and employees by handling questions, interpreting, and administering contracts and helping resolve work-related problems.
Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices.
Ensure regular backups of data are carried out.
Maintain current and historical human resource records by designing a filing and retrieval system and keeping past and current records.
Contribute to team effort by accomplishing related results as needed.
  1. Recruitment
    Identify staff vacancies, post job vacancies, conduct preliminary interviews, and coordinate pre-employment processes, such as drug background investigations and reference checks.
    Ensure all local employment contracts are attested by the local labor office.
    Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
    Ensure that candidates are properly vetted and that the organization has adequate staff.
    Interpret employment contracts for employees.
    Negotiate bargaining agreements and help interpret labor contracts.
    Maintain organization staff by establishing a recruiting, testing, and interviewing program; counseling employees selection; conducting and analyzing exit interviews; recommending changes.
    Prepare employees for assignments by establishing and conducting orientation and training programs
  2. Employee Relations
    Responsible for processing employee complaints, investigating, and resolving issues.
    Act as a liaison officer for the organization with the legal counsel and government labor office.
    Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, and administering disciplinary procedures.
    Initiate and maintain a positive, participatory work environment where information is shared, staff input considered, and a healthy team spirit maintained.
    Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
  3. Safety and Security
    Employers have an obligation to provide a safe and secure work environment. HR’s primary responsibility related to workplace safety is ensuring compliance with Pactworld and donor guidelines on safety and security. Specific activities include:
    Develop workplace safety policies, such as evacuation plans and policies that address workplace violence.
    Implement the organization’s drug-free workplace policy.
    Develop security policies and ensure their implementation.
    Ensure that safety measures are in place for the safety of staff and property including liaison with the hired security services for offices (and expat housing).
    Advise staff periodically on any security matters of concern.
  4. Compensation and Benefits
    Wage-set and negotiate rates for group health insurance coverage.
    Administer the compensation plan and ensure pay equity throughout the workforce.
    Manage the staff health and life insurance coverage and worker’s compensation, liaising with the insurance company for additions and deletions.
    Responsible for maintaining employees’ leave records and processing leave requests.
    Administer compensation, benefits, and performance management systems,
    Analyze training needs to design employee development, health, safety, and health programs.
    Basic Requirements
    Minimum diploma in Human Resource Management.
    Minimum of 3 years’ experience in donor funded projects, preferably USAID funded projects.
    Good understanding of the Zambian Labour laws as wells as USAID labor related regulations and rules.
    Fluency in local language and English required
    Outstanding report writing skills is a must.
    Preferred Qualifications
    Knowledge of and experience with USAID regulations strongly preferred
