Human Resources Manager Wanted at John Snow, Inc. (JSI)


John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five year project which will be led by JSI in partnership with Abt Associates,mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

Job Summary

The Human Resources Manager is a full-time position based in the Lusaka office. S/he is responsible for developing and implementing a systematic approach to recruitment, compensation and benefits, performance management and staff development that fosters a work environment conducive to meeting SAFE’s goals and objectives. S/he will develop/implement HR procedures and policies in accordance with John Snow, Inc., USAID, and Zambian labor regulations. S/he will report to the Deputy Director of Finance and Operations.

 

Primary Responsibilities and Duties:

Responsible for all aspects of the employee life cycle including recruitment, onboarding and orientation, performance management, trainings and development, status changes, retention and termination;
Manage recruitment activities such as advert placement, long list and shortlist development, conducting interviews and reference checks, filing all interview records, and preparing new employee entry materials;
Issue employees’ contracts for all newly hired staff
Provide guidance and counseling to staff in the areas of benefits, employee relations, policies and procedures;
Manage the social security pension and medical scheme processed in line with Human Resource policies.
Coordinate employees’ performance management, assessment and improvement initiatives;
Manage employees’ database/software that includes all current/departed employees information.
Coordinate training and other staff development initiatives;
Provide orientation for all newly hired staff about JSI/SAFE policies and procedures.
Maintain and ensure the local hire employee manual is current and up to date throughout the life of the Project, and inform employees with any changes and/or update to policies
Manage the remuneration process and ensure adherence and implementation of the Local Compensation Plan;
Responsible for the management and upkeep of all personnel files while ensuring a high level of confidentiality in all issues related to staff;
Supervise the electronic staff timesheet system in leave day tracking, payroll processing and other related activities and ensure timely recording and approval of timesheets;
Coordinate disciplinary issues and serve on the grievances committee to provide support to ensure a just resolution;
Supervise other HR staff;

Desired Qualifications:

Degree in Human Resources Management, Business Administration or related field;
At least 10 years employment experience in a Human Resources Senior Officer Role, preferably with an NGO and/or a USAID project;
Strong knowledge of local labor laws, employment practices and industrial relations; Ability to initiate and implement activities with minimal supervision, and to manage multiple tasks simultaneously;
Registered member of the Zambia Institute of Human Resources Management;
Excellent English, written and oral communications skills;
Strong leadership capabilities including organizational and problem-solving skills;
Knowledge of computer application packages;
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Human Resource Management;
Good interpersonal skills to form effective working relationships with people at all levels; and
Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times.
