IMA World Health (IMA) is a non-profit, faith-based organization that offers extensive expertise implementing programs to address sexual and gender based violence, integrated health systems strengthening, maternal and child health, neglected tropical diseases, malaria, HIV, and non-communicable diseases programs in some of the most challenging and post-conflict settings throughout Africa, Asia, and the Caribbean. IMA maintains a diverse and complex funding portfolio made up of both grants and contracts that support program services that total approximately $100 million annually.

IMA World Health is seeking a Senior GBV Technical Advisor for the anticipated $25 million, 5-year USAID-funded STOP GBV II project based in Zambia. The purpose of this project is to strengthen the opportunity for girls and women, boys and men, and members of key populations, to live lives free of gender-based violence (GBV) and enjoy health-supportive, gender-equitable relationships.

The Senior GBV Technical Advisor should possess significant experience managing GBV, gender, human rights, and/or HIV/health programs to provide technical and programmatic vision and leadership to the program. This position will oversee the program and M&E teams, lead project reporting and documentation efforts while ensuring cost-effectiveness and compliance with USAID rules and regulations. S/he will report directly to the Chief of Party and will be based in Lusaka.

Essential Functions:

  • Coordinate with the Chief of Party to manage technical components, provide programmatic leadership, and oversee the strategic planning of activities in support of project goals and objectives.
  • Provide strategic vision in determining project priorities and appropriate technical initiatives.
  • Contribute to annual project work planning, including both the technical activities and budget.
  • Lead development of donor deliverables and other reports and ensure that they are of high quality, timely, and are results-oriented.
  • Evaluate program effectiveness and determine corrective action as-needed to improve goal achievement.
  • Oversee partners and advice on technical issues.
  • Develop and maintain strong working relationships with other implementing and technical partners, the Ministry of Health, and USAID.
  • Represent the project in public and professional circles through meetings, conferences, and presentations.
  • Identify lessons learned and best practices for external application and dissemination.
  • Ensure programmatic compliance with USAID and IMA rules and regulations.
  • Work closely with HQ staff to ensure effective, timely and coordinated project implementation.
  • Supervise the technical and M&E teams to ensure program activities maximize project objectives.

Qualifications:

  • Bachelor’s degree in gender/women’s studies, social sciences, public health or other relevant fields.
  • Master’s degree or higher preferred.
  • At least 7 years of experience working in the context of gender-related programming. Experience and a thorough understanding of the drivers of and responses to GBV and/or child marriage (particularly in Zambia) preferred.
  • At least 5 years of experience as a project manager for PEPFAR and USAID-funded projects with a strong grasp of USG rules and regulations; preferably in a senior leadership role.
  • Experience in managing an integrated approach to supporting survivors of GBV, including the clinical, psychosocial, legal, and advocacy components.
  • Experience working with development programming in contexts similar to Zambia; experience working in Southern Africa and particularly Zambia will be strongly preferred.
  • Experience working with PEPFAR and DHIS2 data and reporting systems preferred.
  • Demonstrated the ability to work in concert with the team, partner organizations, civil societies, international donors, and key government stakeholders to achieve results.
  • Demonstrated capacity to lead the collection, analysis, data review for production of project reporting.
  • Demonstrated capacity in budget development and monitoring.
  • Experience supervising professional and support staff and building teams.
  • Strong skills in planning and organization, partnership and collaboration.
  • Strong written and verbal communication skills in English.

Travel to program locations within Zambia and other places as required.
