IMA World Health (IMA) is a non-profit, faith-based organization that offers extensive expertise implementing programs to address sexual and gender-based violence, integrated health systems strengthening, maternal and child health, neglected tropical diseases, malaria, HIV, and non-communicable diseases programs in some of the most challenging and post-conflict settings throughout Africa, Asia, and the Caribbean. IMA maintains a diverse and complex funding portfolio made up of both grants and contracts that support program services that total approximately $100 million annually.

IMA World Health is seeking an experienced Senior Monitoring and Evaluation (M&E) Advisor for the anticipated $25-50 million, 5-year USAID-funded STOP GBV II project based in Zambia. The purpose of this project is to strengthen the opportunity for girls and women, boys and men, and members of key populations, to live lives free of gender-based violence (GBV) and enjoy health-supportive, gender-equitable relationships.

The Senior Monitoring and Evaluation Advisor will provide oversight to program monitoring, learning, and evaluation; ensure that key activities are being implemented efficiently to achieve the intended results. The Senior M&E Advisor will report directly to the program Chief of Party.

Duties:

  • Provide technical assistance on organization and programmatic improvement in robust M&E best practices.
  • Develop robust meta-evaluations on key topics.
  • Provide on-going support to strengthen program level monitoring, learning, and evaluations.
  • Provide high-level M&E support and capacity-building to staff and partners, including collaboration with local research teams for data collection.
  • Support design of appropriate indicators and program MEL plan.
  • Supervises team members to ensure that all program results are included in program documents
  • Leads development of and provides oversight to all research-related activities
  • Improve existing database or develops replacement database
  • Conduct statistical analysis of service statistics
  • Lead and/or contribute to development of project reporting (e.g., semi-annual reports)
  • Communicate findings to a wide range of relevant development partners and stakeholders.
  • Develop technically sound findings, recommendations, lessons learned reports and findings.

The position requires a competent and experienced person with the following attributes:

  • Master’s degree in M&E, statistics, gender-based violence, or related field
  • At least 7 years of demonstrated experience in M&E for international development programs
  • Previous experience in gender-based violence or social protection M&E, and experience in assessing and evaluation psychosocial approaches preferred
  • Experience in data collection, statistical analysis, quantitative and qualitative research, and dissemination of results
  • Experience in designing survey and research tools and developing performance monitoring plans
  • Strong technical skills in data management and M&E
  • Good communication and interpersonal skills, and the ability to work in a team
  • Ability to develop a good working relationship with local organizations, other program partners and counterparts in order to contribute at the highest level to project deliverables
  • Knowledge of USAID system indicators, results, and reporting
  • Fluency in French and English, including strong writing skills
  • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity
  • Familiarity with GBV IMS and other information systems preferred
