The PEPFAR-funded Historically Black Colleges and Universities (HBCU) Global Health Consortium (GHC) project is designed to transform clinical HIV practice to provide high quality, comprehensive, interprofessional care, and treatment to people living with HIV with the ultimate goal of improving the quality of healthcare, clinic workflow, and team building leading to improved health outcomes.
Meharry Medical College Global Health and HIV Clinical Services is a consortium of the HBCU project and is currently implementing projects aimed at improving the quality of care for mothers and babies in selected Ministry of Health (MOH) healthcare facilities in the country. Meharry is working on expanding its work to additional MOH facilities. As a result of this expansion, the project is recruiting for the following full-time positions to be based at the scale up sites in Lusaka.
The internal controller will work closely with the finance and administrative manager to oversee the internal financial controls of the project and financial reports and practices including project cash management. Working closely with the finance and administrative manager, the controller will ensure compliance in maintaining all financial records for the project. Specific tasks include, but not limited to, the following:
- Ensure the highest degree of integrity in the accounting records.
- Verify all purchases with appropriate account codes and ensure daily data entry;
- Ensure availability and strict adherence with the provisions in all the policies e.g., budgets, procurement policy, financial policy, etc.
- Ensure proper management of the financial filing system.
- Provide financial advice to the project team for identified capacity building needs.
- Ensure control procedures are effected over all incomes and grants received and expenses incurred.
- Assist in the preparation of budgets and other forecasts, monitoring expenditures and variance reporting;
- Work closely with the finance manager in the preparation of bank reconciliation statements and cash reconciliations on monthly basis
- Provide support in the maintenance of up-to-date financial records and vouchers. These records are both manual and electronic back-ups.
- Attend to the work of both internal and external auditors.
- Provide management with information to assist in cost and budgetary
control; - Oversee the proper management of office files and offer finance and administration support to project staff.
- Perform other duties as may be assigned by the supervisor.
Skills and Qualifications
- Grade twelve (12) Certificate
- At least level III ACCA or CIMA or equivalent
- Must be a Registered member of ZICA
- Minimum three years’ work experience in NGO financial accounting, auditing, and reporting.
- Excellent hands-on experience with accounting software specifically QuickBooks
- Prior experience with NGO or other grant-funded organization is an added advantage.
- Working knowledge of Excel, Microsoft word, PowerPoint and outlook.
- Good interpersonal communication and organizational skills
- Team player and able to work in a multicultural team. Ability to work under pressure
- Ability to meet tight deadlines
- Ability to work under minimum supervision
- Must possess problem-solving skills
- Knowledge and experience in grants reporting especially USG.
