Internship Opportunity – Emergency Policy and Capacity Development
1. General Background
In July 2017, UNHCR’s “Policy on Emergency Preparedness and Response – UNHCR/HCP/2017/1” was published, outlining accountabilities, responsibilities and authorities related to emergency preparedness and response across UNHCR.
The Emergency Policy and Capacity Development Section in the Division of Emergency, Security and Supply in UNHCR Headquarters is entrusted with the roll-out and implementation of the new policy, both within UNHCR and in regard to external stakeholders such as donor countries, the members of the IASC and the NGO community.
2. Purpose and Scope of Assignment
- The intern will provide support to the Emergency Policy/Capacity Development team in:
- Contributing to the elaboration of the roll-out/implementation strategy.
- Designing public information events geared towards the dissemination of the new policy.
- Coordinating the elaboration of tools for the implementation of the new emergency policy, including liaising with different Divisions/Bureaus.
- Organizing/Preparing training workshops related to the roll-out of the new emergency policy (and other related tools).
- Reviewing the Emergency Handbook and identifying entries in the Emergency Handbook that need updating following the adoption of the new emergency policy.
- Elaborating entries for the UNHCR Emergency Handbook related to the new emergency policy.
- Reviewing the French/Spanish/Arabic versions to ensure that the translated versions of the Emergency Handbook are accurate.
4. Qualifications and Experience
a. Education
- Any of the following university degrees (preferably at master’s level): International Law, International Relations, International Politics, Development Studies, Strategic studies, Humanitarian Affairs or related.
b. Work Experience

Experience in policy research and implementation

Experience in drafting concise and well-structured reports

Experience in project management and coordination
c. Key Competencies

English language required, knowledge of other languages (French, Arabic, Spanish) desirable

Excellent writing skills in English.

The intern is expected to begin in September 2017 and be available for at least six months.
