The Orphans and Vulnerable Children (OVC) and Gender Advisor will provide technical leadership and project oversight in the area of OVC social welfare and gender programming for an upcoming United States government (USG) integrated HIV testing and prevention-focused program in Zambia. The Advisor will serve as an expert in developing and strengthening OVC, gender and Gender Based Violence (GBV) interventions that will ensure the expansion and improved quality of community-based priority services. This project aims to reduce the number of new HIV infections and other sexually transmitted diseases among members of the Zambian Defense Force (ZDF), their families, and the civilian communities served by the Zambian Military. The project will operate over a three-year period.
The position will operate under the leadership of the Program Director and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence

Responsibilities
- Provide technical oversight, strategic direction and definition of appropriate project activities
- Establish and implement a system to ensure technical quality of project activities
- Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project to meet the needs of ZDF, USG, and the Government of Zambia
- Work with health care providers, local authorities, community members and project team members to identify community-based service delivery issues that impede access to care and uptake of services
- Identify and implement appropriate facility- and community-based strategies to address gender based violence prevention and OVC service delivery gaps
- Lead the formulation of innovative approaches for scale up of targeted OVC and social welfare and gender based violence services
- Provide mentoring and capacity building for organizational staff and healthcare providers in specific areas of expertise including but not limited to:
- OVC population outreach
- Social welfare programming
- GBV programming, including identification, notification, and linkage services
- Male norms and use of services
- Technical and managerial leadership at the regional/district level for local civil society organizations (CSOs) to support community-based interventions, including social behavior change and community-based group education and dialogues across project sites as required
- Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
- Work closely with the Program Director on setting project priorities and directions, and responding to requests for support from local counterparts
- Work with M&E staff to design, implement a plan to track data/results related to OVC population and GBV services to inform adjustments in project implementation
- Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
- Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
- Document and maintain an inventory of successful tools and approaches for gender and social welfare program implementation and reaching orphans and vulnerable children
- Author/co-author abstracts, presentations, and articles for journals and conferences
Required Qualifications

Advanced degree (Masters minimum) in social work, public health, health administration, international health or a related field

At least 5 years’ experience implementing and/or providing technical assistance in gender and social welfare programs reaching orphans and vulnerable children

At least 5 years’ experience in implementing and/or providing technical assistance of $5 million per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in the Zambia

Demonstrated experience training clinical and community-based healthcare workers on gender and social welfare programs reaching orphans and vulnerable children

Skilled in at least two or more of the following technical areas: strengthening service delivery projects; facilitation of dialogues and group education; performance and quality improvement; monitoring and evaluation

Demonstrated experience with a mix of practical technical skills in HIV prevention necessary for strengthening gender and OVC social welfare program service delivery at the regional, national, clinical and community-level

Demonstrated in-depth understanding of Zambia healthcare system, particularly the public health system, experience living and working in Zambia preferred

Familiarity with USG’s administrative, management and reporting procedures and systems

Proven track record managing a project team composed of several technical experts and fostering team work

Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector

Expertise in research to practice—identifying and adapting best practices to specific project contexts

Excellent verbal, written interpersonal and presentation skills in English

Proficiency in Microsoft Office 365 suite

Ability to travel nationally to project sites up to 50%, as needed
