IMMIGRATION INTEGRITY MANAGER
The Australian Embassy, Harare, is seeking applications from persons interested in employment in the Immigration Section. Employment will be based on a 2 year contract (working hours – 37.5 hours per week), subject to completing a satisfactory three month probationary period. After completing the 2 year contract and subject to satisfactory performance, a further contract may be offered.
Duty Statement
The Immigration Integrity Manager oversees and manages operations of the Immigration Integrity Section of the Embassy and oversees the efficient management and timely completion of Harare case referrals. The position undertakes research, analysis, investigation and monitoring, to be able to report on integrity risk trends and contextual country issues to assist DIBP Officers within Australia and globally.
The key responsibilities include but are not limited to:
• Apply a good understanding of relevant migration legislation and policies to assess and make fair, reasonable and lawful decisions on a case load of applications of varying degrees of complexity requiring the exercise of sound judgement and reasoning within defined parameters, client service standards, and in line with established procedures and protocols
• Undertake thorough investigations and integrity checks in relation to more complex visa applications, including conducting client interviews and undertaking site visits in accordance with departmental policy
• Conduct research and policy interpretation to manage discrepancies and to provide sound advice to senior level decision makers on more complex cases as required
• Record case notes to provide a clear and accurate history of actions taken and/or advice given and prepare correspondence
• Maintain and monitor data in the various information management systems and analyse trends to improve the detection of visa fraud and to minimise visa non-compliance
• Liaise effectively with a range of stakeholders, including staff at other diplomatic missions and government authorities as well as compliance staff at other posts
• Develop plans (including implementation plans) for work area and contribute to strategic planning for longer term initiatives
• Monitor progress of the DIBP post budget, including expenses, forecasting and reconciliation, and respond to requests for information and reports on the Post budget, working with DIPB colleagues in Australia and within the region in relation to financial management where applicable and ensuring compliance with Chief Executive Instructions and principles of accounting
• Assist with managing human resources, including participating in recruitment and selection processes, maintaining statistical and financial records on staffing levels and maintaining sensitive records relating to staffing matters
• Assist in preparations for Ministerial and other official delegation visits concerning logistics, planning, and budgeting liaising with other agencies and external providers
• Handle confidential documents (including monetary reconciliation), client information, and personal identifiers with high levels of confidentiality and privacy
• Assist in formulating office policies, procedures and direction, and provide leadership on corporate governance issues
• Manage and allocate human, physical and IT resources to ensure that the office delivers visa and citizenship programs effectively and efficiently and within service standard timeframes and in accordance with relevant policies and procedures
• Supervise and lead a small team, monitoring performance of team members and providing regular feedback, identify learning needs and facilitate the provision of relevant learning opportunities
• Liaise and negotiate effectively with a range of internal and external stakeholders, including DIBP national office, the service delivery partner, satellite offices, other agencies, external organisations and clients.
Selection Criteria
When addressing the criteria ensure responses demonstrate experience relevant to the duty statement.
ESSENTIALA. At least 3 years’ work experience in service delivery and immigration related work. At least 2 years’ experience in a managerial role
B. High level computer skills including experience with accounting packages, MS Word, MS Excel
C. High level ability to organize workloads, allocate resources effectively and set priorities while maintaining high quality and quantity of work
D. Excellent interpersonal skills and demonstrated maturity, flexibility, initiative, discretion and a commitment to working as part of a team
E. High level written and oral communication skills
F. Proven ability to work under pressure and meet tight deadlines while maintaining accuracy with minimal supervision.
DESIREABLEG. Ability to obtain an Australian Security Clearance.
