TERMS OF REFERENCE
Review of the Catholic Medical Mission Board (CMMB) Zambia Country Office- Men Taking Action (MTA) Curriculum.
TITLE OF ASSIGNMENT:
HIV/AIDS is the leading cause of death among women of reproductive age worldwide, as well as a main contributor to infant and child morbidity and mortality. Male participation in antenatal and postnatal services can be part of the solution. The Men Taking Action (MTA) program encourages men to act as partners in the health of their partners and families. The program encourages positive behavior change and modeling within the community, leveraging traditional and community leaders to serve as role models. The program directly addresses male attitudes and practices that can prevent women from seeking HIV and maternal health services, such as attending antenatal clinics and accessing prevention of mother-to-child transmission (PMTCT) services, including essential antiretroviral treatment (ART).
CMMB Zambia launched MTA in December 2006. During its four years, the program worked in 31 Church Health Institutions (CHIs) in Zambia, with the New Partners Initiative (NPI) cooperative agreement from USAID. CMMB worked in collaboration with the Churches Health Association of Zambia (CHAZ) and its facilities to implement the program.
Background
CMMB in Zambia works extensively in HIV prevention services, offering HIV Counseling and Testing, providing prevention services, and training service providers. We promote male involvement, particularly in antenatal clinics, following the Men Taking Action model, in which respected traditional and community leaders are invited to nominate “champions” to lead community presentations focused on men’s responsibility for the health of their family. In the recent past CMMB implemented an HIV prevention project in Western Province that used a Community Mobilization for HIV Prevention Activities (COMPACT) Strategy where communities participated in general community mobilization and implemented the HIV Prevention activities that worked toward the increased uptake of PMTCT and VCT, ART uptake and other HIV Care Interventions through ESBCC sessions in the community and ANC Settings using Trained Community leaders called Champions of HIV prevention.
CMMB also implemented a malaria program targeting pregnant women and children under five in three districts of Luapula Province. The percentage of mothers sleeping under a bed net all or most of the time during their most recent pregnancy nearly doubled.
Deliverables:
CMMB seeks a consultant to review the MTA Curriculum, customizing the curriculum to the updated guidelines of PMTCT, ART and VCT in relation to MTA. The Consultant will also work on aligning MTA to all project technical approached e.g.: CHAMPS, Kusamala, Community Rising and Z- CHPP
Proposed Methodology:
Meeting with the CMMB programs staff to get an understanding of the task
Review of the old MTA Curriculum and new Guidelines on the PMTCT, ART. VCT, OVC and Child protection
Development of a revised MTA training module that responds to current international and national protocols of programming. A module should also be designed to target young men.
Terms of Contract:
The contract between CMMB and the consultant selected for this study will be a fixed fee determined by mutual agreement of both organizations. The consultant entering into a contract with CMMB must ensure that the entire scope of work (both direct and indirect costs) can be completed with the available resources.
