Expanded Church Response (ECR) is a faith-based organisation implementing OVC, GBV, HIV/AIDS and other programs to mitigate human suffering and bring transformational development. ECR has implemented programs funded by USAID, European Union,UNICEF, and Global Fund either directly or through a range of highly regarded local and international organizations. Working with partners like these, the private sector, and government, we are seeing communities awakened to new ways to improve quality of life for the most vulnerable, and rise up to be the key to their own transformation.
ECR is seeking highly qualified, purpose driven candidates with a passion for the vulnerable and awakening potential in others, to fill in the following positions below for a 5-year USAID project – ZAMBIA FAMILY (ZAMFAM).
Public-Private Partnership Coordinator
The Public-Private Partnership Coordinator will lead the project’s public-private partnership initiatives and activities by exploring, implementing, and advocating for opportunities to engage the private sector along with the public sector in creating opportunities within localities and/or municipalities. S/he will provide technical expertise to localities Vii public-private partnership issues, such as the development of strategies for outreach to the private sector. Also, s/he represent will represent ZAMFAM on public-private sector issues at technical, policy and strategic planning meetings, including meetings with collaborators and donors. S/he will identify, assess, and recommend potential private sector partners and partnership opportunities; provide technical leadership for the design, formalization, and management of innovative public-private partnerships, provide technical assistance to ECR staff and partners relative to the structuring of PPPs and outreach to the private sector; maintain a database of public-private partnership activities;Monitor the implementation of P3 activities. The ideal candidate must possess a degree in a related field , with at least five years of experience in private sector development, economic development, NGO. and/or value chains; experience in design, implementation, and management of public-private partnerships.
Economic & Development Officer
The Economic Development Coordinator will identify, prioritize and support communities to implement potential economic strengthening strategies that are less sensitive to existing and potential hazards and resilient to disasters. S(he) will design, develop and provide necessary training for target Faith and Community Based Organizations and communities to develop skills and capacities for economic strengthening and viable options for income for households. S(he) will establish and strengthen saving and credits, emergency fund and other mechanisms in the communities. Will support communities and beneficiaries with necessary tools, skills and materials to initiate enterprises as envisioned by the project plan.Prepare periodic, technical reports. The ideal candidates for the position should hold relevant Bachelor’s degrees. Three or more years’ HIV/AIDS and OVC community work and experience on complex programs. Must be proficient and experienced in planning, monitoring and reporting of project activities in relevant field with multi-stakeholder partnerships and collaborations.
Monitoring & Evaluation Assistant – Data Management
The M&E Assistant will technically support the M&E Specialist in all M&E tasks for the project. S(he) will manage the maintenance and development of M & E databases and data management systems. Will actively coordinate data documentation, submission, and review of data for quality and accuracy for all partners and program team. S(he) will technically support and build capacity of partners to ensure high quality data collection, verification and reporting in a timely Fashion. S(he) will support compilation of quarterly progress reports with partners. Carry out analysis against program targets and sharing across program and partners teams through quarterly technical reviews. The ideal candidates for the position should hold relevant Bachelor’s degrees. Three or more years M&E experience on complex programs. Detailed working knowledge and experience with database development and use of other software applications. Excellent communication, conceptual and presentation skills. Working knowledge of USAID-funded and other donor programs desirable.
Monitoring & Evaluation Manager
The Monitoring and Evaluation Director must have at least eight years of experience in planning. particularly with the public sector, with three of these years being in pertinent aspects of OVC programming. S/he must also have extensive M&E experience. S/he must demonstrate understanding of managing a program at the same scale and complexity, and ability to oversee programming across technical disciplines. S/he must be able to communicate effectively, both orally and in writing. The Monitoring and Evaluation Director must have a first degree in public health, social science or related professional advanced degree. S/he must have the ability to travel extensively to program locations within Zambia and to other places as required.
