Deputy Chief of Party (Finance and Administration) HIV, Care and Treatment grant (HCT)
Position Summary
The DCOP will work with WV’s existing national office in Zimbabwe and will support the COP in all aspects of program management and in the absence of the COP, assume shared overall responsibility for the program. The DCOP will serve as a senior team leader of the Zimbabwe HCT staff and provide strategic vision for the Finance administration and supply chain components of the project.
Key Responsibilities
  • In collaboration with the COP, direct and oversee the programme, ensuring that all programme strategic objectives are met through proper detailed component planning, staffing, and results-driven implementation.
  • Identify and promote clear communications on issues of budget management and programmatic activities, compliance. project operations and documentation.
  • Co-ordinate with other WV and/or USAID-funded in-country programmes and partners to ensure enhanced integration and synergies.
  • Evaluate programme performance and determine management plan needed to improve goal achievement by participating and giving leadership in budgeting management commitment and reporting
  • Establish and maintain effective project communication systems and knowledge management, including reporting, assessment, and evaluation. Submit to WVUS timely, accurate and professional programme reports, including lessons learned and best practices, which meet donor requirements and WV standards.
  • Manage programme budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS IPG headquarters staff.
  • Ensure programme expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean A-133 audits.
  • Oversee property and equipment acquisition, disposition and management in compliance with WV internal and donor requirements.
  • In the absence of the COP, represent the programme to USAID, GoZ, UN and other appropriate bodies.
 Social Behaviour Change Communications (SBCC) Specialist – Zimbabwe Assistance Program in Malaria (ZAPIM) grant
Position Summary
The person will be responsible for providing technical leadership and co-ordination at community level SBCC and mobilize activities within ZAPIM communities.
Key Responsibilities
  • Steer the leadership and co-ordination of the planning, implementation and reporting of the SBCC plan in ZAPIM consortium.
  • Develop comprehensive malaria communication tools/messages and BCC campaign activities that are informed by formative research in close collaboration with the communications unit of the National Malaria Control Program (NMCP).
  • Design community level interventions in close collaboration with the NMCP that target Community Care Groups, Community Malaria Committees, household and community decision makers, and community members at large to increase demand for quality malaria diagnosis and treatment services.
  • Collaborate with NMCP and other ZAPIM technical staff to develop ways to measure and monitor SBCC activities both quantitatively and qualitatively and lead the process of integrating malaria messages into other programs like maternal and child health.
  • Guide the ZAPIM project to plan and implement SBCC in operational areas and conduct regular support visits to offer technical backstopping for effectiveness of district level SBCC interventions.
  • Build the technical capacity of the ZAPIM project staff to carryout effective local level SBCC using proven approaches; work with partners to conduct capacity needs assessments, trainings, mentoring and coaching for performance.
Requirements
Qualifications
  • Master’s degree is required, preferably in behavior change, communication, Public health, Social Science or other  relevant fields
  • Minimum of 5 years of experience in designing, planning, and implementing SBCC efforts and/or community level activities, including communication campaigns and trainings.
  • Possess strong research, advocacy, communication skills, facilitation and materials development for health promotion.
  • Experience with USAID funded projects and data driven decision making for SBCC will be an advantage.
  • Excellent writing and documentation skills.

Qualifications
  • Bachelor’s or Master’s degree (accounting, finance or international business)
  • 5 to 8 years of accounting and/or grants management experience required.
  • Proven ability in the management of finance and administration at large integrated programs in developing countries at a senior leadership level including managing staff.
  • A minimum of three years’ experience in the management of programs funded by the U.S. Government, including experience managing finance for USAID-funded projects, or other donors. In-depth knowledge of USA ID financial management rules and regulations
  • In-depth working knowledge of accounting software packages, especially Sun Systems,Vision XL and Vision Executive.
