John Snow Health Zambia Limited: Chief of Party

John Snow Health Zambia, Limited (JSH) seeks a dynamic and highly experienced candidate for the Chief of Party position for a USAID-funded HIV Epidemic Control proposal, titled “Maintaining HIV Epidemic Control through Local Partners” in Zambia.  The purpose of this activity is it to support access to and utilization of quality HIV services to achieve and sustain HIV epidemic control in Luapula, Northern and Muchinga provinces. The focus will primarily be strengthening the public sector but will also include engaging the private sector.

Should JSH be the successful bidder, this will be a full-time position based in Lusaka, Zambia. The Chief of Party will report to JSH senior management.

Duties and Responsibilities:

The Chief of Party is responsible for overseeing project implementation, providing the technical vision and approach and managing the project team and consortium members. S/he will:

• Provide overall technical and management leadership and financial oversight.
• Serve as the project’s primary liaison with the GRZ including MOH, USAID, JSH Board of Directors, other donors, and multilateral and INGO partners.
• Monitor annual work plans and monitoring and evaluation plan to ensure that the project is meeting goals and analyze and resolve reasons for any delays; and
• Supervise Senior Management Team (SMT) to reach project objectives.

Qualifications:

• A medical or master’s degree or higher in public health, social sciences, or a related field;
• At least 10 years of progressively increasing responsibility in managing comprehensive and complex international development assistance on HIV or health programs;
• Knowledge of and experience with PEPFAR/U.S. Government-funded (USG)-funded programs and policies;
• Demonstrated ability to develop and maintain effective working relationships with senior level government officials, donors, private for-profit and non-profit sectors; and
• Experience interacting with host country governments, preferably Zambia, international donor agencies, and other stakeholders.
