John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description:

JSH-Z seeks a dynamic and highly experienced candidate for the position of IT Officer to be based in Lusaka, Zambia. S/he will work closely with GRZ counterparts in the central, provincial, district and facility levels to support and deploy the eLMIS facility edition. S/he will also support eSCMIS office IT operational requirements. The IT Officer will report to the IT Manager and help in achieving the project’s goals and objectives.

Roles and Responsibilities:

  • Perform systems administration functions at the eSCMIS office and maintain IT infrastructure and Internet connectivity throughout the organization.
  • #Implement and maintain eLMIS in health facilities and other health institutions in collaboration with MoH ICT unit and provincial ICT teams and implementing partners.
  • Assist the IT Manager in supervision and coordination of IT activities as may be assigned.
  • Coordinate with government departments and implementing partners in building local capacity around eLMIS implementation and support.
  • Conduct training of eLMIS users and logistics systems managers.
  • Manage network infrastructure and ensure systems uptime at all designated sites.
  • Manage relationships with Internet Service Providers and ensure adherence to the Service Level Agreements.
  • Manage server backups and perform restores during disasters according to the disaster recovery plan.
  • Provide technical support for installation and maintenance of appropriate supply chain and eHealth systems with the project partners.
  • Participate in development and conducting of training and instructional materials and resources for system users and assist users in adopting effective use of data and IT systems.
  • Participate in eLMIS deployment and support activities at all levels of the supply chain
  • Assist in coordinating maintenance and repairs for computers at the supported health facilities.
  • Assist reporting, review and resolution of software bugs and collection of requirements for system enhancements.
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.

Qualifications:

  • Diploma in the field of Information Systems, Pharmacy, Biomedical Sciences or other Social Sciences;
  • At least three (3) years of experience in implementing Logistics Management Information Systems such as eLMIS, Supply Chain Manager, PipeLine, etc.);
  • Mastery of eLMIS and logistics management information systems is highly required
  • Skilled in maintenance and repair of computers and network equipment
  • Skills in database management & experience in computer user support
  • Must be able to communicate well in spoken and written English
  • Experience in conducting training and user orientation on health information systems
  • Highly skilled in Windows XP/2003/7/8/10 and Linux Operating Systems and key office desktop applications
  • Good communication and team skills

Supervision and Reporting:

The IT Officer will work under the guidance and supervision of the IT Manager.
