JSI has been mandated by USAID with support from the global AIDSFree project to continue assisting the Government of Zambia in the rollout of eLMIS in Zambia for 3 years beginning October 2016. The AIDSFree project aims to improve the quality and effectiveness of high-impact, evidence-based HIV and AIDS interventions in order to meet country-specific goals and objectives. Continuing the rollout and technical support of the eLMIS will enable a seamless transition from the activities being done under the USAID | DELIVER and SCMS Projects. Achievement of key eLMIS ownership and sustainability objectives in Zambia are important aims in the 3-year project plan. The eLMIS-AIDSFree project will work closely with and in support of the Ministry of Health.

JSI Research & Training Institute, Inc. seeks dynamic and highly experienced candidates to fill the vacant position of Accountant to be based in Lusaka, Zambia. The Accountant will report to the Senior Accountant and will help in the achievement of project goals and objectives.

RESPONSIBILITIES:

The Accountant will support the Senior Accountant in the oversight of all JSI financial activities.  S/he will undertake JSI financial operations and responds to questions regarding financial matters from Country Director and other local staff as well as from Washington-based staff, in the absence of the Senior Accountant (SA).

Specific responsibilities/duties include, but are not limited to, the following:

  • Review vouchers and ensure compliance with Generally Accepted Accounting Principles, national laws, JSI policies and procedures, and USAID rules and regulations
  • Responsible for the bi-weekly management, reconciliation and reporting of staff advances
  • Responsible for the maintenance of the List Inventory of the office inventory items and expatriate household goods
  • Ensures compliance with all project legal requirements, including employee taxes
  • Ensure monthly reports and support documentation is submitted to HQ on a timely basis
  • In relation to all procurement review, ensure all comparison charts are accurate and all support documentation is complete prior to submission for a Purchase Order.
  • Ensure that all Purchase Orders related to printing, stationery, office equipment, etc. are tracked and monitored
  • Review of monthly E-record documentation for our payment vouchers through the e-filing system before we send originals are to Washington
  • Assist the Senior Accountant in addressing queries arising from HQ backstops
  • Ensure that all contractual payments for services and goods are tracked and monitored including timely payment to the vendor and follow up with related parties
  • Assist with the development and implementation of new/revised accounting policies procedures and internal controls
  • Make a team effort to process field accounts in timely manner and compliance and ensure submission of physical vouchers and databases to the home office no later than the 10th of the month.
  • Maintain and monitor the system of internal controls including the preparation of internal and head office financial reviews
  • Engages in financial tasks as required by the Senior Accountant and Country Director

QUALIFICATIONS: 

Applicants for this position should possess the following minimum qualifications:

  • ACCA Part III/CIMA Part III or Bachelor’s degree in Accounting
  • Valid membership of the Zambia Institute of Chartered Accountants (ZICA).
  • Demonstrated experience (3-5) years of financial experience in a USAID project
  • Excellent verbal and written English.
  • Proven record of systems strengthening and internal controls
  • Ability to take initiative and work and lead teams.
  • Proficiency in Microsoft Word and Excel required.
