EMPLOYMENT OPPORTUNITY – REGISTRAR

The Judicial Service Commission invites applications from suitable qualified Zambian Nationals to fill a vacant position of Registrar (Salary Scale CMT 01) under the Capital Markets Tribunal, a Statutory Body in the Ministry of Finance on a three (3) years renewable contract term to be based in Lusaka.

JOB PURPOSE

To oversee the hearing and determination of appeals on Capital Markets and other related matters in order to facilitate timely dispensation of justice.

DUTIES AND RESPONSIBILITIES

The successful Candidate will be reporting to the Chairperson, Capital Markets Tribunal and shall be responsible for:

  • Overseeing effectively, the provision of legal advice to the Tribunal in order to facilitate informed decision making;
  • Overseeing timely, the issuing of summons in order to facilitate attendance to Tribunal proceedings by parties and witnesses;
  • Overseeing effectively, the maintenance of Registers of Orders and Judgments in order to facilitate storage and retrieval of information;
  • Overseeing timely, the hearing and determination of interlocutory applications in order to expedite the determination of appeals;
  • Overseeing effectively, the maintenance of records of Tribunal rulings and programmes in order to facilitate the management of information;
  • Overseeing timely the monitoring and evaluation of institutional programmes in order to assess their impact and facilitate the development of appropriate interventions;
  • Liaising effectively with local, regional and international Capital Markets
  • Appeals Institutions in order to enhance communication linkages and sharing best practices;
  • Overseeing effectively the development of work plans and implementation of the Annual Performance Appraisal System in order to monitor and evaluate performance;
  • Overseeing effectively the management of human and financial resources and provision of administrative support services in order to facilitate achievement of institutional objectives.

QUALIFICATIONS

Applicants must have the following requisite qualifications:

  • A full Grade Twelve (12) / Form 5 School Certificate of five (5) ‘O’ Level
  • Credits including English Language and Mathematics :
  • Bachelor’s Degree in Law;
  • An advocate of the High Court of Zambia, with a current practicing certificate from the Law Association of Zambia and at least ten (10) years at the bar must have Membership of the Laws Association of Zambia; and
  • Ten (10) years working experience, five (5) of which should be at Senior Management Level.
