Legal Counsel Job: Energy Regulation Board – Ending 28 July 2017

BACKGROUND

The ERB seeks to recruit a dynamic and suitably qualified person to fill the position of Legal Counsel, to be based at the ERB Head Office in Lusaka.

Job Purpose

To provide sound legal advice to ERB Board and Management to ensure that the Institution renders its regulatory service to the energy sector in accordance with the provisions contained in the Energy Regulation Act.

Main Duties and Responsibilities

  1. Develops a robust legal framework for superior’s approval indicating detailed policies and procedures for enforcing the energy regulations and standards in the country in order to ensure harmony in the sector.
  2. Contributes to providing professional legal advice to the Board and Management on various issues relating to the effective regulation and governance of the energy sector to ensure that both national and investor interests are protected.
  3. Represents the ERB in courts of law in legislative cases.
  4. Interprets all relevant legal instruments and requirements governing the energy industry to ensure their consistent understanding and application by all undertakings.
  5. Provides legal advice to Management in consultation with superior on major ERB transactions and contracts in order to safeguard the Institution’s interests.
  6. Reviews Commercial Agreements between the undertakings and their customers to ensure protection of both parties’ interests
  7. Undertakes periodic reviews of the existing legislation aimed at strengthening the regulatory authority of ERB in the light of changing circumstances in the energy industry.
  8. Other duties as may be assigned by Supervisor.

Minimum Qualifications

  • Grade 12 Certificate with university entrance passes
  • LLB Degree
  • Member, Law Association of Zambia
  • AHCZ, ASCZ, with valid practicing certificate
  • 7 years (post Bar qualification) practicing experience in a reputable law firm, private, public or parastatal company
